Description

The City of Mountlake Terrace (population 22,640), located approximately 12 miles north of Seattle, seeks a Facilities Supervisor. Mountlake Terrace facilities include City Hall, Police Station, Recreation Pavilion, Operations Facility, Mickey Corso Community Center, and Sno-Isle Library Building. The Facilities Supervisor will work in the Recreation and Parks Department and report to the Recreation and Parks Director. This position is exempt, non-represented, pays $103,400 - $127,105 annually, and offers a competitive and comprehensive benefits package including:

Summary:

Plan, schedule, supervise and monitor operations, maintenance and repair activities within the Property Management Division of the Recreation and Parks Department. Position will manage, lead, inspect and develop maintenance and small capital construction projects that support maintenance and operations. Manages staff including training, evaluation and assigned budgets. Coordinate assigned activities with other divisions, outside agencies and the general public.

This is a non-union position that is exempt from overtime.

• Supervise staff by setting work priorities, directing, guiding and training, motivating and evaluating their work.
• Coordinate, schedule and oversee or perform all building and custodial maintenance activities for facilities to ensure that work is performed efficiently and according to appropriate guidelines, procedures and regulations.
• Coordinates work with other departments, staff, volunteers, elected officials, the general public and contractors to ensure timely completion of work projects.
• Participate in the development and implementation of goals, objectives, policies and priorities; recommend and implement resulting policies and procedures.
• Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
• Direct, coordinate and review the work plan for assigned facilities maintenance services and activities; assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
• Negotiate, prepare and implement facilities-related construction, acquisition and service contracts; administer contracts to maintain compliance of established contract terms.
• Coordinate and manage building improvements and capital projects; assist with the preparation of grants for facility related improvements.
• Supervise the construction, maintenance, and repair of facilities and structures.
• Assign, supervise and evaluate the work of assigned staff; advise, assist and train subordinates as necessary; initiate and implement disciplinary actions; conduct performance appraisal of subordinates; participate in the selection of new employees and makes recommendations regarding the transfer and termination of subordinated employees.

• Participate in the development and administration of the Property Management, Capital and Fleet budgets; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; recommend adjustments as necessary.
• Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of facilities administration and maintenance.
• Assist in the planning, development of specifications, obtaining quotes, and construction of new and remodel City facilities. Determine the need for and arrange for any necessary outside vendors or contract work.
• Maintain inventory and purchase materials, supplies and equipment, monitoring purchases to assure compliance with established purchasing policies and budget limits.
• Responds to, or supervises the resolution of, inquiries, complaints or requests for information regarding area of assignment from other departments and the general public, providing information within scope of knowledge and authority, or refers to appropriate individual.
• Manages the use and record keeping associated with the public electric vehicle charging stations owned by the city, monitors and records consumption.
• Manages work order and preventative maintenance systems including generating work orders, recording completion of tasks and tracking supply inventories.
• Uses building control software to perform adjustments to maintain quality environmental conditions in facilities.
• Provide continuous health and safety training for staff and ensure procedures are followed.
• Perform related duties as required or assigned.

Minimum Qualifications:
Any equivalent combination of education and experience that would likely provide the candidate with the knowledge and abilities to successfully perform the job will be considered.
• Prefer bachelor’s degree from an accredited college or university with major course work in business administration, public administration, facilities management, construction management, property management or a related field or any combination of education and experience which would provide the applicant with the desired skills, knowledge and ability required to perform the job.
• At least five (5) years of progressively responsible experience in building maintenance, including two years (2) of supervisory/management or lead responsibilities; or any combination of education and experience which would provide the applicant with the desired skills, knowledge and ability required to perform the job.
• Must pass a thorough background investigation.

• Must have a valid Washington State driver's license (or be able to attain at time of appointment) and a driving record acceptable to the City's insurance carrier. Will be required to drive city vehicles around the city and occasionally to regional destinations.
• Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.
• Valid First Aid and CPR certification within six months of appointment.
• Certified Pool and Spa Operator/Aquatic Facility Operator or other recognized certification within one year of employment.

Required Knowledge of:
• Materials, equipment, methods, and practices used in the maintenance, operation, repair, and construction of buildings.
• Practices and principles of facilities management and custodial work.
• Carpentry, plumbing, electrical skills of a general nature in coordinating routine maintenance and repair of facilities.
• City and departmental rules, regulations, and policies.
• HVAC systems, domestic boiler and heating boiler system and energy saving devices.
• Business English, spelling, grammar, vocabulary, punctuation and mathematics.
• PC based software, including but not limited to, the suite of Microsoft Office products, spreadsheets, databases, PowerPoint and other software with ability to utilize this knowledge in design, report writing, and communicating with the public.

Ability to:
• Attend evening and/or weekend meetings and events.
• Carry out city council goals.
• Learn and eventually understand the organization and operation of the city and of outside agencies as necessary to assume assigned responsibilities.

Working Conditions and Physical Requirements:
Environment:
• Duties are performed both in an office and field environment. Office duties involve using a personal computer, smart phone, telephone, copiers, large-format printers and the occasional office noise.
• Evening and/or weekend availability is required, as well as additional times for meetings or emergencies.
• Subject to call back for emergencies.
• Interactions with a diverse range of customers and individuals including ages and abilities; potential for dissatisfied or abusive behavior and confrontations from public.

Physical abilities:
• Field duties involve walking over rough terrain, standing, carrying field equipment, climbing into confined spaces, hearing, seeing, climbing stairs, working in direct sunlight, inclement weather and around construction noise and vehicular traffic in roadways and on construction sites.
• Environmental Factors: Moderate to loud noise levels.
• May require some equipment set-up for program and facility use including ability to lift and move equipment requiring exertion in excess of 50 pounds of force and in excess of 20 pounds of force routinely.
• Frequent demands: Sitting, standing, walking, talking, hearing, bending at the waist, filing, reaching kneeling (below the knees, knees to shoulder and above the shoulder); and lifting/moving file boxes. climbing stairs, repetitive hand motion, and fine finger manipulation with use of a keyboard and paper. Vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, color differentiation, and the ability to adjust focus.

Hazards:
• Physical hazard from traffic and construction equipment may be present.
• Minimal to moderate exposure to swimming pool chemicals, including direct contact with chlorinated pool water.
• May be exposed to chemical fumes.

Supervision Received:
General supervision by the Recreation and Parks Director or their designee.

Supervision Exercised:
Exercise direct supervision over facilities maintenance and custodial employees and contractors.

May exercise supervision over assigned personnel on project teams.

Compensation:
Annual salary range: $ 103,400 - $127,105.

Benefits:
Offered to regular City of Mountlake Terrace employees:
• Eight (8) hours of paid vacation per month. This accrual increases over time.
• Twenty-four (24) hours of Management Leave.
• Twelve (12) days of annual sick leave accrual.
• Twelve (12) paid holidays per year, including one personal or “floating holiday.”
• Employer-paid medical, dental, vision and employee group life insurance (three times annual salary up to $250,000). The City pays 90% of any insurance premium for dependents. Medical/dental/vision coverage begins the 1st day of the month after start date.
• Participation in the State of Washington PERS retirement system
• The opportunity to participate in a Section 125 “Flex” plan
• The opportunity to participate in two Section 457 Deferred Compensation programs

The city does not participate in Social Security. Instead, employees are enrolled in the Municipal Employees Benefit Trust (MEBT) program. MEBT is an IRS Section 401(a) defined contribution savings program into which employees make before-tax contributions at the same rate as if they were in Social Security (a rate of 6.2% of gross earnings). The city will match the employee contribution at a rate of 80% (or 4.96% of gross salary) just as if enrolled in Social Security. One advantage of this program is employees are able to invest these funds in a variety of investments, which may offer a higher return than Social Security. On the other hand, the MEBT program is subject to an employee-vesting schedule of 20% per year for each of the first five years of employment.
