The City of Everett is accepting applications on an appointive basis for the position of Long Range Planning Manager.

JOB DESCRIPTION:
Under the direction of the Planning Director, manage the long range planning team and the day-to-day functions of the city's long range planning programs. Area of responsibility includes directing the development and implementation of the city's comprehensive plan, shoreline master program, and development regulations, coordinating the city’s participation in regional growth management and interjurisdictional coordination efforts, and supporting the Planning Commission and Historical Commission. Considerable discretion and authority over the execution of details, development of policy, and accomplishment of program objectives is given to the Manager. Work is reviewed through management team conferences and written reports. This is an incredibly exciting time to join the city and lead completion of the city’s once-in-a-decade comprehensive plan periodic update process, neighborhood planning around four new light rail stations, and a wide variety of cutting-edge planning projects.

JOB RESPONSIBILITIES:
• Plan, organize, and supervise the creation, writing, development, research, approval, and implementation of various planning programs/projects, including the comprehensive plan, development regulation, subarea plans, action plans, the shoreline master program, housing policy plans and historic preservation work.
• Support advisory committees, including the Planning Commission, Historical Commission and other committees formed for specific planning projects such as the Shoreline Master Program.
• Meet with neighborhood organizations, business groups and nonprofit organizations to seek input on plans, annexations, codes and projects being developed.
• Confer with city staff, other municipal governments and citizens on long range planning and community development issues.
• Supervise and coordinate the preparation of reports and studies for the annexation of land to the city; represent the city on annexation issues with affected jurisdictions and the Snohomish County Boundary Review Board.
• Plan, organize and supervise historical preservation activities, including historical research and inventory, tax incentives, design review and plan development.
• Develop and monitor budgets and approve expenditures within established budgets, including funds spent according to complex rules and procedures.
• Address a variety of personnel needs and issues, which include work flow, documentation of leave usage, adherence to payroll reporting standards, monitoring overtime, and conducting performance reviews of subordinate personnel.
• Supervise, coordinate and participate in the training of employees and assure adherence to proper work methods, policies and safety precautions.
• Perform related work and special projects as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
A combination of education and related experience may substitute for education requirements.
• Bachelor’s Degree in Urban Planning, Public Administration, Architecture, Landscape Architecture or a related field; advanced degree and AICP certification is preferred, and
• 5 years directly related experience in planning, growth management and/or community development, including 2 years supervisory experience.
