Description

The City of Tukwila is currently searching for an Internal Operations Manager to join our Public Works team. The Public Works Department designs and maintains the City’s essential transportation, water, sewer, and surface water infrastructure. Public Works also supports other departments through the purchase and upkeep of the City’s vehicles and facilities.

We are looking for a skilled and visionary leader to join our Public Works team. This individual will direct the operations of our General Fund and Internal service units: fleet and facilities. The ideal candidate will have exemplary leadership skills, direct experience in managing these critical public services, and a strong commitment to asset management and customer service. This individual will be responsible for the day-to-day operations, the budget, long-range planning, communication with stakeholders, policy and procedure development, and the supervision and mentorship of each unit’s superintendent.

The City of Tukwila is 9.6 square miles of opportunity and a dynamic place to work. The population is over 21,000 at night and up to 150,000+ during the day. Tukwila shares borders with the Cities of Seattle, Renton, SeaTac, Burien, and Kent. Its central location lies in the heart of the Puget Sound region, sitting 12 miles south of downtown Seattle, 17 miles north of downtown Tacoma, and just east of SeaTac Airport. It is easily accessed by I-5 and I-405 or via either of Tukwila's two train stations, the Sounder Station or the Sound Transit Light Rail Station.

ESSENTIAL DUTIES:

Manages the activities of staff and subordinate supervisors responsible for carrying out the programs, services, and functions of the Facilities and Fleet divisions; meets with staff to identify and resolve problems; assigns work activities, projects, and programs; monitors workflow; reviews and evaluates work products, methods, and procedures.

Evaluates maintenance programs and conducts management analysis, needs assessments, and technical research; analyzes the effectiveness of assigned division(s) operations and prepares detailed reports and recommendations on issues concerning the functions and operations of the assigned divisions.

Supervises staff to include providing direction, reviewing progress of assigned tasks, counseling, training, conducting performance evaluations and recommending discipline for subordinate employees in accordance with applicable collective bargaining agreements and city policies.

Ensures and observes safety program implementation across all divisions, to include coordination and completion of required training and/or proper certifications providing for the safe and effective completion of assigned tasks and operation of assigned equipment.

Participates in emergency management operations to include assisting in the management of the city’s response to severe weather events including snow and ice, rain, flooding, and high winds.

Fulfills obligations and assignments within reasonable timelines; communicates project and assignment status and schedules regularly with the Director of Public Works and/or the Maintenance Operations Manager.

Negotiates and prepares service and small public works contracts on behalf of the city; monitors and administers active contracts, including adherence with agreed upon scopes, review and payment of invoices, compliance with the terms of the contract and evaluates performance of the contracted service providers.

Manages the city’s facilities and fleet programs including regular maintenance, repairs, cleanliness, proper markings and equipment, appropriate storage, and recommendations for purchases and/or replacements; manages all equipment; and coordinates with other city staff to maintain a current and accurate inventory of assets.

Participates in divisional budget development and management; assesses resources to ensure the Facilities and Fleet divisions are meeting performance measures and make corrective actions as needed; conducts staffing analysis and program evaluation and makes recommendations; assists in development of divisional operating policies, procedures, and programs.

Manages assigned programs and divisions, along with associated projects and/or activities to include assisting in the development of divisional goals and objectives to ensure compliance with City wide directives, overall departmental goals, and objectives and any applicable local, state, or federal laws, rules, and regulations; oversees and monitors that environmental concerns, operational regulations, and State/Federal/Collective Bargaining mandates are being met.

May serve as Acting Maintenance Operations Manager as requested.

KNOWLEDGE: 

  • Principles, practices, methods, and laws of assigned field as applicable.
  • Knowledge of operations and maintenance involved with the facilities and fleet divisions.
  • Supervisory principles and practices and motivating and managing personnel.
  • Problem solving personnel issues within collective bargaining agreement and city policies.
  • Safe work procedures and practices.
  • Administrative methods and procedures, including goal setting, program development, resource allocation, implementation and evaluation and supervision of staff, either directly or through subordinate levels of supervision.
  • Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
  • Budgeting principles and processes.
  • General municipal operations and structure.
  • Ability to research and provide training opportunities and to implement cross-training programs.
  • Research methods, report writing, group and meeting facilitation techniques, and the organization and presentation or oral reports.

ABILITY TO:

  • Guiding, directing, and motivating employees.
  • Establishing effective working relationships with employees, city officials, and the public.
  • Provide clear job expectations to subordinates.
  • Operate personal computers and utilize computer applications and software.
  • Conduct research and compile reports.
  • Work independently with little supervision.
  • Communicate effectively both orally and in writing.
  • Make and implement sound decisions and exercising judgement in solving complex problems; and
  • Develop and implement programs, policies, and/or procedures to achieve specific goals and objectives.

TRAINING, EXPERIENCE AND LICENSING REQUIREMENTS:
Bachelor’s Degree and two years of experience including supervisory responsibility preferably in facilities and/or fleet environments, or an equivalent combination of education and experience to provide sufficient evidence of the successful performance of the essential functions of the job such as those listed above. 

A valid State of Washington driver’s license.

Public sector experience and experience supervising union employees desired.
