POSITION TITLE: Platting Officer IV

STATUS: Regular Full Time

SALARY: 16A $33.45/hr

FLSA: Non-Exempt

REPORTS TO: Deputy Director Community Planning

POSITIONS SUPERVISED: None

BASIC FUNCTION:

Provide technical guidance and direction to the platting staff in the review, analysis, preparation of reports, and recommendations related to subdivision matters.

TYPICAL DUTIES:

1. Conduct, review, and analyze major subdivision applications and other subdivision related applications; formulate recommendations and present research results to the Platting Board.

2. Provide guidance and advice to the interested public, the development community, and other departments and agencies in subdivision related matters.

3. Monitor technical performance of junior platting staff for accuracy, completeness, and strength of reasoning.

4. Maintain communications with other platting authorities in the state and keep current with actions and policies relating to statutory authority.

5. Approve final plats and insure waivers conform to established codes.

6. Perform original research on title, ownership, right-of-way, and other land statutes issues using technical, legal, and historic resources.

7. Review and recommend action on selected proposed legislation and regulations relating to land use issues.

8. Prepare ordinances to amend the subdivision code as necessary.

9. Prepare and present reports and recommendations to Boards and Commissions.

10. Maintain databases and a variety of electronic data. Coordinate GIS database activities and represent Platting Division at the GIS user group meetings.

MINIMUM QUALIFICATIONS:

1. High school diploma and six (6) years of responsible work experience in the processing, developing, surveying, or design of subdivisions.

2. Minimum of two (2) years supervision experience, preferably in a collective bargaining environment.

3. Experience in writing legal descriptions used in conveying lands.

4. Broad understanding of land development including planning, zoning, rights-of-way, road engineering, title, conveyance, permitting, soils, water resources, and sewage system requirements.

5. Demonstrated ability to interpret laws, regulations, and codes relating to land development and apply those interpretations to individual circumstances. Applicant must possess technical ability to review work completed by surveyors.

6. Ability to effectively facilitate citizen participation forums such as focus groups and open houses.

7. Ability to draft ordinance changes, review proposed code changes, and prepare recommendations.

8. Must be capable of functioning with minimal direction and perform work in an organized and professional manner, sometimes under stressful conditions with short deadlines.

9. Demonstrated ability to prepare and present technical reports in a clear, concise, and effective manner, orally and in writing. Ability to research and gather technical information relating to land title.

10. Demonstrated knowledge of personal computers using windows based products (Microsoft Office Suite; MS Word required, MS Access preferred). Proficiency in GIS mapping information systems. Knowledge and ability to perform online searches.

11. Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED AT TIME OF INTERVIEW)

12. A PROFICIENCY TEST MAY BE ADMINISTERED.

13. This position requires a criminal background check.

JOB RESPONSIBILITY:

Supervisor responsibilities: directs work flow of permanent/temporary/seasonal staff; experiences very little routine and often major problems with little immediate supervision; the consequences of error, carelessness or mistaken judgment require significant effort to recover.

WORK ENVIRONMENT:

General office where conditions are pleasant; good, clean conditions where accidents/hazards are negligible; while performing field work experiences somewhat disagreeable conditions with minor accident probability; requires short periods of light lifting, pushing or pulling (1-25 lbs.).
