Description

GENERAL PURPOSE

Work is performed independently under the direction of the DCD Director or designee within department expectations, priorities, policies and procedures. The Code Compliance Officer administers and implements the City’s code compliance process as described in Sammamish Municipal Code (SMC) Title 23. The position is responsible for the investigation and documentation of apparent or alleged code violations, working with citizens and City personnel on resolution of compliance issues, development and preparation of case files for prosecution by the City Attorney, and the development and maintenance of appropriate records. The position requires specific knowledge of the application of land use and building codes and familiarity with their purpose and intent. Responsibilities include assisting and coordinating compliance activities primarily with other City departments and other City, County, Federal and/or State agencies.

SUPERVISION EXERCISED

The position has no direct supervision responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Responds to citizen complaints and other departments and agencies regarding potential code violations by conducting site inspections, interviewing complainants and witnesses, conducting investigations, and provide recommendations for resolution.Identifies violations and determines an appropriate compliance strategy using incremental steps.Effectively communicates in writing, in person or on the phone. Can effectively explain the code compliance process and code requirements to developers, business owners and residents. Advises the Director, City Manager and City Council on code compliance policy questions, including proposed code compliance related amendments to the City code.Maintains accurate documentation, including contacts and communications with and among parties of record, documentation and photographs of violations, and records of actions toward resolution of the violation.Manages Notice and Orders, Stop Work Orders, Liens, Notice of Infractions, and placarding based on the code, hearing examiner rulings, and the RCW.Prepares evidence in support of legal actions taken by the City. Testifies as a witness before the Hearing Examiner, or in Court on behalf of the City as required. Works directly with and provides support, to the City Attorney in the pursuit of code compliance actions.Performs other, similar, related, duties as requested by the Director, Building Official or designee.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

Principles and practices of building code, planning, zoning and the regulation of land uses, property preservation standards, and of the specific plans and regulations of the City of Sammamish.Operations, services, and activities of a municipal code compliance program.City of Sammamish Ordinances and Titles that rely on Title 23 for compliance.

Ability and Skills:

Ability to communicate effectively, both orally and in writing.Ability to deal effectively with development professionals and the public using tact and diplomacy.Ability to identify reasonable solutions to complex issues.Ability to read and interpret architectural/engineered drawings for compliance with building and related codes.Ability to read and understand as-built drawings and specifications.Ability to drive a vehicle and to conduct site inspections on undeveloped property.Skill in dispute resolution techniques that carefully balance the public interest against property and civil rights.Skill in the use of a PC computer to prepare documents and maintain records.Skill in the use of photographic equipment and i-pad.Ability to work nights or weekends when an urgent need arises.Possess good customer service skills while dealing with the public and co-workers.

MINIMUM QUALIFICATIONS

Two years college-level or trade school course work in business, planning, law enforcement, public administration, construction technology, architecture, building inspection technology, engineering or related field and two years of experience in inspection and compliance, or an equivalent combination of education and experience.Within one year of employment the Code Compliance Officer is required to have at least one of the following: American Association of Code Enforcement (AACE) Certified Property Maintenance and Housing Inspector, AACE Certified Zoning Enforcement Officer.A valid Washington State driver’s license and a good driving record.

DESIRABLE QUALIFICATIONS

A bachelor’s degree; previous municipal experience, and five years of relevant job experience.

PHYSICAL DEMANDS

Office work will require dexterity and hand-eye coordination sufficient to operate a computer workstation and ordinary office equipment.

The employee, in performing the duties of this job, will be required to talk, hear, smell, sit, stand, walk on a variety of surfaces, to reach with the arms, and to use hands to manipulate objects, tools or controls. The employee will also sometimes be required to climb or balance, stoop, kneel, crouch or crawl. Specific vision abilities required by this job are close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. The employee must occasionally lift and move up to twenty-five pounds. Employee must be able to drive a City vehicle.

WORK ENVIRONMENT

While performing the duties of this job the employee divides his or her time between an outdoor construction site and an indoor office environment, connected by travel in a vehicle on city streets and sometimes-unimproved roads. Fieldwork will require driving to an outdoor site under development or investigation and leaving the vehicle to physically inspect the parts of the site on foot. This will require walking over uneven ground, moving through overgrown vegetation, sometimes in inclement weather, and often among moving vehicles and machinery, load noises, mud or dust. Field work will require wearing identifying apparel including but not limited to: protective clothing, helmet, boots, and gloves.
