Job Summary:

Under direction from the Business Programs Manager, this position is responsible for program development, project management and operations of the Cities efforts related to Solid Waste Management. It involves planning, organizing, implementing and evaluating trash, recycling, compost, and other solid waste and environmental issues and programs for the City. This role will be expected to analyze current and future initiatives, troubleshoot problems and recommend solutions to City Leadership in all matters related to Solid Waste. This position will act as the primary liaison and administer activities with the city solid waste contractors, other outside agencies, the Department’s environmental programs, and internal City Departments.

Essential Duties & Responsibilities:

Stand up the City’s consolidated efforts in Solid Waste to include: Master Planning, Program Development and Implementation, Communication and ultimately maintenance of defined programs/projects. Potential programs include but are not limited to recycling, composting, bio-solids, cooperative efforts and other related programs as may be deemed appropriate;

Manage, monitor and evaluate the effectiveness and efficiency of the City’s solid waste programs;

Develop and provide community engagement and public outreach to define areas of improvement within responsible program;

Identify opportunities and implement changes to increase solid waste program effectiveness;

Serve as the Department’s technical lead to the City’s Solid Waste Advisory Commission including establishing and publishing agendas and minutes;

Attend and provide technical support to the Ada County Solid Waste Advisory Commission as needed;

Recommend waste reduction, recycling, disposal and other opportunities for various waste streams;

Assist in the development of the solid waste budget, customer rates, and contracts;

Assist in development and management of waste disposal process and programs within the Public Works Department operations, and other City departments as appropriate;

Conduct studies and research in best management practices in the field of solid waste. Analyze that data, prepare recommendations and report on new programs and/or changes to existing programs to Department and City Leadership;

Research, identify and manage various funding strategies and opportunities including grant funding;

Serve as the primary in the negotiations & management of the City’s franchise solid waste contracts;

Promote solid waste sustainability through outreach efforts in waste reduction, reuse, environmentally sound purchasing practices and other methods;

Develop and provide public education and outreach messaging to the public about trash, recycling, hazardous waste and other solid waste programs through public and private partnership efforts;

Provide testimony and present program elements to various stake holders including Departments, City Council, Solid Waste Commissions, and other public settings;

Coordinate and assist in the creation of marketing and outreach materials with Department and City communications staff to develop web-based, print and media advertisement materials;

Conduct field inspections and investigations to resolve trash, recycling and other solid waste program problems and public nuisance issues. Provide recommendations and solutions to findings related to these investigative activities;

Coordinate enforcement actions to abate on-going nuisance issues that threaten public health and safety in consultation with other City Departments;

Work in collaboration with the Environmental Coordinator in development and execution of various environmental programs that interact with solid waste and manage those impacts and duties as appropriate;

Perform other duties as assigned by Department head and manager.

Job Specifications:

Bachelor's degree with major coursework in environmental science, public health, public administration, or related field;

Four to six years progressive experience in environmental science field relating to solid waste, hazardous waste, recycling management including program management experience;

Equivalent combination of education and/or experience may be considered;

Possess knowledge of EPA, USACE, ID DEQ, and IDWR regulations, policies, permitting and compliance requirements;

Ability to complete Hazardous Waste Operations and Emergency Response (HAZWOPER) training within 18 months of hire;

Proficiency with Microsoft Suite programs.

Knowledge, Skills & Abilities:

Provide excellent customer service and support by communicating respect, and demonstrating accountability;

Working knowledge of strategic planning, performance measures and reporting methods and processes;

Familiar with terminology/techniques associated with the industry and principles and practices of solid waste and statistical analysis;

Must have proficiency in computer software used in spreadsheet and database analysis and word processing, including Microsoft Office Suite;

Working knowledge of return on investment methodologies and be able to articulate them to others;

Strong ability to develop business cases, white papers, project proposals, analytic reports and program initiatives in written format;

Knowledge of project, process and program management tools and methodologies;

Manage multiple projects and meet deadlines with consistently high quality work;

Ability to assist Program Manager in Department continuous improvement efforts related to all environmental program initiatives, in some cases leading efforts;

The ability to work as a team player and exhibit strong relationship building skills;

Manage stakeholder relationships and work effectively with others;

Ability to execute work and complete assignments timely;

Must possess and exhibit strong self-starter behaviors that reflect a proactive, assertive, and resilient professional;

Understanding of general finance, budgeting, accounting standards and principle strategies;

Exhibit leadership skills and stakeholder management with the ability to coordinate work of others;

Ability to understand and explain, interpret and apply complex federal, state and city requirements related to solid waste programs;

Working knowledge of federal, state, and local laws, rules and regulations affecting wastewater treatment plant operation, wastewater collection, water distribution and reclaimed water treatment and distribution operations, land development and permitting processes.

Certifications/Licenses:

Must have and maintain a valid Idaho Driver’s License.

Work Environment and Physical Demands:

Work is performed primarily in an office environment with moderate noise levels. But while performing certain duties, the employee may work near moving mechanical parts in both inside and outside weather conditions;

There is potential for exposure to biological hazards while performing the duties of this position;

Requires sitting at a desk for up to 8 hours and ability to lift up to 20 lbs.;

Requires clarity of speech and hearing which permits the employee to communicate effectively;

Requires clear vision to read printed materials and computer screens to accomplish work;

Requires repetitive movement of the wrists, hands and/or fingers.

Travel Requirements:

Local travel is frequently required;

Some regional travel is required.
