Description

Position Description:
This is a union position that performs the maintenance and construction of the city streets and drainage, traffic control systems, sanitary sewer system and water system, and related work as required.

Essential Functions: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Employees are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours. Essential duties and responsibilities may include, but are not limited to, the following:
• Building, repairing, and maintenance of roads with crushed rock, cold and hot asphalt and crack sealing.
• Install and maintain traffic control signs and street identification signs. May direct traffic under certain working conditions.
• Install and clean catch basins and storm sewer lines and easements.
• Mow grass and maintain weed control in right-of-ways.
• Paint crosswalks and centerlines.
• Read plans, maps, specifications; provide as built or other drawings as necessary
• Serve as crew leader for a job as directed or required.
• Install water lines, hydrants, valves and water services, flushing, and maintain city water system.
• Operate and inspect lift stations; ability to do minor repairs.
• Read and record water meter readings.
• Perform water service turn ons and turn offs as directed.
• Check meters to ensure proper functioning, report defect and clean meter boxes if necessary.
• Remove, replace and adjust water meters and appurtenances.
• Install sewer lines, manholes, and clean out; and clean/repair lines. Maintain and check sewer easements.
• Assist with all public works and maintenance programs.
• Utilize Work Order and Asset Management software to accurately track and document work performed throughout the workday.
• Other duties as assigned.

Qualifications:
Education, Training and Experience Guidelines:
• Must be at least 18 years of age.
• Completion of high school or equivalent – preference given for graduation from vocational training programs in water or wastewater operations or other related programs.
• Must have a valid Washington State driver's license (or be able to attain at time of appointment) and a driving record acceptable to the City's insurance carrier.
• Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.

Special Requirements:
• Combination Driver’s License (CDL) endorsement required.
• Flagging and Traffic Control Certificate required within six months from date of hire.
• Drug and alcohol testing required per federal Department of Transportation requirements.
• Provide the current telephone number where an employee can be reached for emergency callouts.

Knowledge of:
• Use of variety of hand and power tools.

Ability to:
• Work in traffic, including the ability to be aware of changing surroundings.
• Lift and move objects a minimum of 50 pounds.
• Learn new principles, practices and methods as new information becomes available.
• Utilize PC-based software, including but not limited to, Windows operating systems, spreadsheets, databases and other software to produce plans and reports.
• Understand and communicate technical data.
• Communicate effectively verbally and in writing, in person via radio and telephone, and across distances.
• Establish and maintain a cooperative working relationship in a team environment with supervisors and staff.
• Be aware of changing surroundings in a construction and/or traffic area.
• Sit or stand for extended periods of time to direct traffic and operate machinery.
• Maintain clear, concise and accurate records and report on items that need attention.
• Accept responsibility for the health and welfare of the community by performing the responsibilities of the job in a manner that will provide efficient service to the public.
• Understand and follow verbal and written instructions and learn operations and procedures.
• Move across uneven terrain and maintain a safe environment for yourself and co-workers.
• Physical strength and ability sufficient to meet job requirements for extended period under uncomfortable conditions in all types of weather.
• Carry out required assignments.
• Operate/drive standard size pickups and/or sedans with standard shifts outfitted with job tools to various job sites throughout the community throughout the workday.
• Kneel, stoop, bend, climb ladders, reach, push/pull grip, sit, stand, walk, crouch, crawl, twist, lift, throw materials, hear.
• Safely use tools and equipment of the job, including but not limited to, brooms, hand saws, hammers, edgers, chainsaws, power trimmers, shovel, rake, walk-behind mower, riding mower, jackhammer, blowers, mowers, backhoe, paint striper, rodder, compaction roller, compressor, standard size pickups and/or sedans, dump trucks (without air brakes), fuel and cleaning products as well as a variety of hand tools and small power tools and vehicles with air brakes, including but not limited to, sweeper, dump trucks, Vactor, water service truck.
• Operate/drive trucks and machinery which require a Combination Driver’s License (CDL) outfitted with job tools and specialized functionality relevant to the assigned equipment to various job sites throughout the community throughout the workday.

Skill in:
• Interactions with a diverse range of customers and individuals including ages and abilities; potential for dissatisfied or abusive behavior and confrontations from public.
• The environment is sometimes stressful, working under tight deadlines, with distractions and interruptions, and requires the ability to shift priorities rapidly.

Working Conditions and Physical Requirements:
• Fieldwork consists of working in extreme conditions including ice, snow, rain, sun, heat, and humidity. Includes working in or near traffic.
• Exposure to vibrations, loud noises, offensive smells, dust, dirt, mud, water and vicious dogs.
• Working in confined spaces of manholes, catch basins, sewer lift stations, water control stations and trenches during wet or dry conditions.
• Moderate exposure to insect bites or poison ivy and chemical irritants produced by solvents, chemicals used to clean restrooms and graffiti, and fertilizers.
• Subject to call-out for emergencies on a 24-hour basis.
• Vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, color differentiation, and the ability to adjust focus.

Supervision Received:
General supervision from Public Works Supervisor, general guidance from the Public Works Director or their designee.

Supervision Exercised:
General supervision of Maintenance Worker I position, temporary/seasonal staff, volunteers, and community service referrals as delegated by Supervisor.

Compensation:
Hourly wage range: $31.46 - $37.80.

Benefits:
Offered to regular City of Mountlake Terrace employees:
• Eight (8) hours of paid vacation per month. This accrual increases over time.
• Twelve (12) days of annual sick leave accrual.
• Twelve (12) paid holidays per year, including one personal or “floating holiday.”
• Employer-paid medical, dental, vision and employee group life insurance (three times annual salary up to $250,000). The City pays 90% of any insurance premium for dependents. Medical/dental/vision coverage begins the 1st day of the month after start date.
• Participation in the State of Washington PERS retirement system
• The opportunity to participate in a Section 125 “Flex” plan
• The opportunity to participate in two Section 457 Deferred Compensation programs

The city does not participate in Social Security. Instead, employees are enrolled in the Municipal Employees Benefit Trust (MEBT) program. MEBT is an IRS Section 401(a) defined contribution savings program into which employees make before-tax contributions at the same rate as if they were in Social Security (a rate of 6.2% of gross earnings). The city will match the employee contribution at a rate of 80% (or 4.96% of gross salary) just as if enrolled in Social Security. One advantage of this program is employees are able to invest these funds in a variety of investments, which may offer a higher return than Social Security. On the other hand, the MEBT program is subject to an employee-vesting schedule of 20% per year for each of the first five years of employment.
