Summary
The City of Lynnwood Development and Business Services has an opening for a Permit Technician or a Senior Permit Technician.

Sound Transit's light rail extension is a catalyst to achieve Lynnwood's strategic priorities for new development in the Lynnwood City Center and Regional Growth Center. Major developments are occurring citywide in both the public and private sectors. Organizational excellence is another strategic priority for Lynnwood. The Development & Business Services (DBS) team has a commitment for pursuing continuous process improvements. The goal is to align DBS with Lynnwood's vision to be a regional model for a sustainable, vibrant, community with engaged citizen and an accountable government. We are building our DBS team to focus on customer service, process improvements, collaboration, and problem solving.

Our ideal candidate will:

  • Be customer service and safety focused while working collaboratively with the City Building Official, Fire Marshall, and customers to deliver consistent and thorough plan review and inspections.
  • Possess a deep knowledge of state and local building and electrical codes with the proven ability to reasonably interpret and professionally communicate code requirements and decisions to applicants.
  • Exercise good judgment in conducting plan review, inspection, and follow up with applicants.
  • Be tactful, thorough and solution-oriented in explaining to contractors, owners, and developers, the code interpretation or requirements that may have been missed.
  • Be skilled in imparting the methods for correction of observed deficiencies or deviations from approved plans to determine and ensure compliance.
  • Be comfortable with electronic and mobile technologies to review plans, schedule, complete and track inspections.
  • Be excited to work in a busy, rapidly growing city with a diverse range of projects and customers.

Permit Technician $32.34 - $40.91
Senior Permit Technician $34.95 - $42.52

PERMIT TECHNICIAN SUMMARY
Individuals in this position provide a variety of administrative and permit counter support in the daily operations of the permit center representing building, engineering, planning, and fire prevention permitting functions. The position is responsible for providing technical assistance to homeowners, contractors, architects, engineers and developers with permitting, building codes, permit inspections, zoning, code enforcement, engineering/utilities or other related general questions. Working with the public is a primary job function which requires strong customer service experience and computer software experience. This position requires the ability to multi-task while in a fast-paced environment where frequent interruption is the norm.

SENIOR PERMIT TECHNICIAN SUMMARY
Individuals in this position provide support within the Development and Business Services Department by performing the full scope of the duties of a Permit Technician and processing larger, more complex projects under limited supervision. This position will ensure smooth, timely and efficient review of development applications, and perform administrative support and departmental coordination. The position performs the duties of Permit Supervisor during their occasional absence.

Positions at the Senior Permit Technician level are distinguished from the Permit Technician level by the responsibility of processing larger, more complex projects which require a higher level of coordination between internal reviewers, city departments and external stakeholders. Additionally, Senior Permit Technicians work under limited supervision, exercising their judgement and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the department.

Essential Functions
PERMIT TECHNICIAN ESSENTIAL FUNCTIONS:

Includes but is not limited to such essential functions as listed below:

  • Receive calls and assist the public, determine nature of business, provide routine information and direct public to the appropriate person for assistance.
  • Serve customers at the Permit Counter, preparing and issuing permits for Planning, Building, Development Engineering and Fire, handling the calculation of fees and payments through the City's point of sale system, preparing deposits, data entry and answering phones.
  • Review plans for accuracy and completeness and route plans to appropriate departments; accept cash, check and credit card payments and balance daily reports. Verify status of contractor City business licenses and State Labor and Industries licenses.
  • Set up Pre-Development Meetings, sending meeting invitations and providing summary of comments to the applicants.
  • Create and maintain forms, handouts, internal procedure and policy manuals, etc.
  • Maintain official departmental files.
  • Provide operations support by reviewing and resolving scheduling for coverage; assist in the scheduling of daily building inspections
  • Assist in the research and provide documentation for requests for public records; update City reference documents.
  • Assist in the routing of permits and plans for the review process. Oversee coordination of permits within the processing system. Email correction letters as needed.
  • Assist with scheduling inspection requests, preparing address notification letters, refund requests and other correspondence.
  • Perform credit card, check and cash transactions by calculating, collecting, receipting and documenting fees. Balance daily transactions and prepare funds for bank deposit. Process refunds. Process daily check batch and receipts according to established policies and procedures.
  • May also perform related job functions from time to time that are consistent in nature with the essential functions.

SENIOR PERMIT TECHNICIAN ESSENTIAL FUNCTIONS:

Includes but is not limited to such essential functions as listed below:

  • Assumes full duties of a Permit Technician, including but not limited to, serving customers at the Permit Counter, preparing and issuing permits for Planning, Building, Development Engineering and Fire, handling the calculation of fees and payments through the City's point of sale system, preparing deposits, data entry and answering phones.
  • Provide support for processing permits by handling complex projects involving multiple permits with architects, engineers, owners and applicants.
  • Assume and perform duties of the Permit Center Supervisor upon his/her absence.
  • Review plans for accuracy and completeness and route plans to appropriate departments; accept cash, check and credit card payments and balance daily reports. Verify status of contractor City business licenses and State Labor and Industries licenses.
  • Set up Pre-Development Meetings, sending meeting invitations and providing summary of comments to the applicants.
  • Create and maintain forms, handouts, internal procedure and policy manuals, etc.
  • Maintain official departmental files.
  • Compile and prepare monthly, quarterly and annual reports.
  • Prepare Permit Center data reports for submittal to other government agencies (e.g. US Census Bureau).
  • Run and prepare monthly and quarterly reports regarding development activity, valuation and fees collected for distribution as necessary to internal and external agencies.
  • Compile records to be presented to the Hearing Examiner or other decision-making body.
  • Provide operations support by reviewing and resolving scheduling for coverage; assist in the scheduling of daily building inspections,
  • Ensure thorough and accurate information is provided into the permitting system and saved in appropriate files.
  • Provide customer service and information to the public at the Permit Center front counter, by telephone, and by written correspondence.
  • Provide customer service support by resolving Permit Center permitting problems; assist and answer customer questions or direct them to correct departments.
  • Assist in the research and provide documentation for requests for public records; update City reference documents.
  • Utilize office computer hardware and software, including permitting software.
  • Assist in maintaining contracted services by coordinating budget, payments and status reports.
  • Handle tracking of fees paid for services and process refunds at completion as needed.
  • Process payment of fees, preparation of deposits, reconciliation of daily cash and credit transactions and maintaining accounts.
  • Assist in periodic updates of the Department's portion of the City website.
  • Maintain regular attendance.
  • May also perform related job functions from time to time that are consistent in nature with the essential functions.

Minimum Qualifications
PERMIT TECHNICIAN MINIMIUM QUALIFICAITONS
High School Diploma or GED required with a minimum of one year of experience in permitting and/or office management, or an equivalent combination of education and experience. College level course work in office management or business administration is preferred. International Code Council (ICC) Certification as a Permit Technician preferred. A valid Washington State driver’s license and a driving record acceptable to the City’s insurance carrier.

SENIOR PERMIT TECHNICIAN MINIMIUM QUALIFICAITONS
Associate's degree and a minimum of three (3) years of experience working in an office environment. Local government experience preferred. A combination of experience and training that provides the candidate with the knowledge and skills to perform the job will also be considered. International Code Council (ICC) Certification as a Permit Technician preferred. College course work and/or experience in building or construction inspections, planning, land use, fire prevention, architecture, engineering or closely related field is highly desired. A valid Washington State driver’s license and a driving record acceptable to the City’s insurance carrier.
