THE RIDGEFIELD COMMUNITY
Ridgefield is located in northwest Clark County, Washington along the Interstate 5 corridor, 17 miles from the Portland International Airport. Washington State University-Vancouver and Clark College are located within 20 minutes. Ridgefield offers the best of life in a small, safe and supportive community while being in close proximity to the Portland-Vancouver metro area. Located between the Pacific Coast and the Cascade Mountains, Ridgefield boasts easy access to parks, lakes, rivers and forested areas symbolic of the Pacific Northwest. Hiking in the Columbia River Gorge, the ski slopes of Mt Hood, and the Washington and Oregon coasts are all within an easy 90-minute drive.

With a city population of 15,180 and 23,000 total outlying population, the community has unique offerings from our local merchants, artisans, wineries and companies supporting commerce and industry throughout the Northwest and beyond. PUBLIC WORKS DEPARTMENT
The City of Ridgefield’s Public Works Department supports the community’s quality of life and economic vitality by managing the planning, design, construction, and operation of all City-owned public infrastructure to meet the needs of the community. As the city of Ridgefield continues to rapidly grow, the Ridgefield Public Works Department has and will be responsible for designing, managing construction of, and maintaining, a variety of key assets including streets, sidewalks, water rights/wells, stormwater facilities, community parks, and even a City cemetery.

Department employees work closely with the Community Development Department to provide design guidelines, requirements, and oversight for the development and installation of all capital and development projects associated with the new and existing infrastructure, which are vital to the community.

THE POSITION
This is a challenging and rewarding career opportunity for an experienced professional who wants to make a difference in an active and growing community.

Under the general direction of the Capital Projects Program Manager, this position performs professional level project management work for assigned Public Works capital projects including transportation improvements, facilities and parks improvements, multimodal pathways, water, stormwater and/or pavement preservation.

The City’s growth and mission of the Public Works Department will create varied and interesting tasks in the following areas:

  1. Plan, administer and manage capital projects including project scheduling, project development, and construction management.
  2. Monitor project progress, coordinate work of professional and technical consultants at each project phase with an emphasis on teamwork and collaborative problem resolution and implement agreements throughout the different stages of projects.
  3. Ensure that all phases of projects proceed on schedule and that contractors, utilities and other organizations involved in the project meet specifications.
  4. Coordinate environmental studies for proposed capital improvement projects to identify the potential impact of the project on the environment and community.
  5. Prepare complex and comprehensive technical reports and develop critical correspondence in support of engineering projects and decisions.
  6. Work effectively with developers, designers, contractors, property owners, other governmental agencies and the general public to achieve community goals.
  7. Visit sites to observe work and to inspect materials and processes used in construction.

IDEAL CANDIDATE
The City is seeking a community minded project manager who is able to manage a sizable workload, complete projects in a timely manner, interface with the public and be a contributing, collaborative member of the City team during a period of rapid growth.

The ideal candidate will:

  • Possess a flexible “can-do” attitude focused on high levels of customer service and a willingness and ability to pitch in and help when needed to get any job done.
  • Be able to organize and effectively express ideas through oral and written communications to a wide variety of audiences.
  • Have proven experience and knowledge of current principles, practices, issues, trends, regulations and techniques related to capital project management.
  • Have the proven ability to effectively manage a diverse set of job responsibilities.

Competitive candidates should have:

  1. Education: Bachelor’s degree with a degree or major coursework in Project Management, Civil Engineering or a related field.
  2. Experience: Two years of responsible experience in project management.
  3. Certifications/Licenses: Valid driver’s license with a driving record free from serious or frequent violations.
  4. Skills and Knowledge: Principles and practices of civil engineering and administration of public works projects: organizational and management practices as applied to the development of projects; collaborative problem resolution; application and interpretation of City regulatory codes, state regulatory and legislative requirements; and establish and maintain effective working relationships.

Any combination of experience and education which provides the applicant with the level of required knowledge and abilities may be considered.

COMPENSATION AND BENEFITS
The salary range for the position is $75,076.19 - $98,861.01 annually; the starting salary is dependent upon experience and qualifications. The City of Ridgefield currently provides medical, dental, and vision insurance for employees and dependents. Employees currently contribute $157.68 per month for their medical premium. The City also provides life insurance at two times your annual salary, long-term disability insurance, flexible spending account options, a VEBA account, and an Employee Assistance Program.

Other benefits include career development training, an Employee Wellness program, voluntary life insurance, paid vacation and sick leave. Leave benefits currently accrue up to 96 hours during your first year of employment, 11 paid holidays per year, 24 additional paid personal hours, and 8 hours accrued sick leave each month.

Retirement benefits are provided through the Washington State Retirement System.
