Job Summary:
The Facilities Manager is responsible for the management of programs to include: running the maintenance shop and supervision of journey-level trades workers and other semi-skilled workers engaged in the maintenance, repair and modifications to plant machinery and mechanical equipment involved with buildings, special apparatus, utilities, and facilities for a campus. Utilizes the College’s work order system (Megamation) to manage daily corrective work orders and preventative maintenance (PM’s) work orders. Develops professional working relationships with the college community. Responsible for providing timely and accurate information to colleagues, supervisors and the college community. Evaluates the condition of building systems (mechanical, electrical, plumbing, life safety and waste management) and develops cost estimates and recommendations for repair or replacement. This position assists the Facilities & Operations Directors by providing technical expertise and oversight of mechanical elements of capital projects such a tenant improvements and modification/repair/replacement of building systems to ensure that both quality and contract requirements are met. This position reports to the Assistant Director of Facilities & Operations.

ESSENTIAL FUNCTIONS:

Managerial Duties:

  • Meets with administrative superiors or subordinates to discuss challenges and needs.
  • Develops short-term and long-term goals and objectives related to facilities services to include: maintenance, life safety equipment, space use/management, event support and grounds support services.
  • Establishes and maintains occupational and safety training.
  • Coordinates and schedules repairs and maintenance to buildings and equipment.
  • Assists administrative superior in preparation and monitoring of department budget.
  • Orders materials and maintains an adequate inventory of required materials to carry on shop or maintenance work.
  • Develops and conducts a preventative maintenance program for assigned machinery and equipment.
  • Writes reports as required.
  • Attends design and construction meetings.
  • Continually strives to improve work processes and methods.
  • Other duties as assigned.

Supervise Maintenance Team:

  • Supervise journey-level trades workers, and others engaged in maintenance, repair and modifications to building mechanical equipment, machinery, special apparatus, utilities and facilities, including kitchen, dental clinic, nursing lab, veterinary technology lab, animal barn, science laboratory, air-conditioning, and construction equipment.
  • Enforce safety rules and regulations.
  • Maintain records of work performed.
  • Conduct annual employee evaluations using the “Performance & Development Plan”.

Project Management “Owners Representative”:

  • Hire contractors and oversee work performed, work with college support staff on contracting and close out documentation.
  • Manage small capital projects as assigned by the Facilities & Operations Directors to include; HVAC, electrical, lighting, plumbing, and waste water system repairs, life safety systems, elevators, upgrades and replacements; tenant improvements and remodels, and roof replacements.
  • Communicate impacts to the use of college facilities and grounds to the college community as necessary.

Support Grounds Team:

  • Supports the Grounds Services Supervisor in the development, maintenance and repair of campus grounds, irrigation systems, storm water systems, landscapes, roads and parking lots.

Engineering & Architectural Consulting:

  • Review construction plans, specifications and blueprints, inspect projects to ensure contract documents and building codes.
  • Provide internal buildings systems (mechanical, electrical, plumbing and waste management) consulting services to District’s building design teams and general contractors.
  • Provide assessments, recommendations and direction on internal building systems to third party architectural and engineering consultants, vendors and contractors.
  • Assist in the design, development and implementation of building control systems.

Respond to Emergencies:

  • Assist campus safety in responding to medical emergencies; may be required to remain on-site during emergencies and provide communication and support to internal and external first responders.
  • Assist in Emergency Management Planning.
  • Respond to after-hours emergencies to include evenings, weekends and holidays.

QUALIFICATIONS:

Required Education:

  • High School Diploma or GED.

Required Experience:

  • Two (2) years’ experience supervising journey level building maintenance personnel.
  • Working knowledge of building systems to include but not limited to: HVAC, Electrical, Plumbing, Carpentry & Irrigation.
  • Working knowledge of Computerized Maintenance Management Software programs.
  • Working knowledge of methods, materials, tools and equipment used in building maintenance.
  • Working knowledge of applicable laws, codes, regulations and standards governing building maintenance.
  • Ability to perform root cause failure analysis and implement changes to improve reliability and/or more efficient functioning of equipment, systems and processes.

  • As a condition of employment, a valid driver’s license is required.

Terms of Employment:
This is a full-time (40 hours per week) overtime eligible classified District position with Pierce College. The primary work location will be at Pierce College, Fort Steilacoom Campus, but occasional travel to Pierce College sites will occur. Work hours are Monday through Friday 7:00 a.m. to 4:00 p.m. The probation period for this position is 12 months.

Salary & Benefits:
The starting salary range for this position is $5,229.00 to $6,063.00 a month dependent upon qualifications, with annual periodic increments up to $7,033.00. Your paycheck is just part of the total compensation package. There is an outstanding benefits package which is worth an additional value equivalent to about 30% of your salary. Physical Work Environment:
This position works indoors in an office environment as well as outdoors in a variety of conditions. Exposure to risks such as confined spaces, working at heights, pressure vessels and high voltage equipment. Use of personal protective equipment is required. MSDS, Lock Out/Tag Out, First Aid, CPR, AED, RCW and WAC compliance.
