Description

Position Purpose:
Under general direction of the Building Official, the Building Inspector II performs general inspections and enforcement activities pertaining to the construction, alteration and repair of commercial and residential structures to ensure that building, plumbing, mechanical, energy conservation, and all other applicable codes and standards are met. Additionally, the Building Inspector II will be required to identify, investigate and develop a corrective course of action for violations of the city’s building and land use code violations and other related statutes as required within the context of the City of Lake Stevens’ standards, codes, policies, and procedures.

This position is distinguished from the Building Inspector I by its level of independence in performing duties, and the complexity of inspections performed. Responsible for assigning daily inspections in coordination with the Building Official.

Essential duties and responsibilities may include but are not limited to the following:

  • Responsible for conducting a variety of advanced-level inspections to ensure compliance with all applicable codes, rules, regulations, and special requirements
  • Schedule inspections to maximize the number of inspections, inspection time and meet developer timeframe when possible or as assigned
  • Document any corrective actions and re-inspections required; meet or talk to developer about corrections
  • Document and refer code violations to other staff with review responsibilities
  • Verify that as-built or open-for-inspection construction conforms to the approved plans and codes
  • Assist developers, contractors and individuals to comply with codes and provide alternative actions which are acceptable based on specific site and job issues
  • Maintain documents and records necessary for the position and the department
  • Plan, organize and perform building inspection program duties, including reviewing documents; interface with and coordinate assigned functions with other City services and departments
  • Read and interpret approved plans and specifications for commercial, industrial and residential construction with plans examination staff to ensure compliance with applicable laws, ordinances and codes (including but not limited to, building, plumbing, mechanical, electrical, fire, and energy codes) and municipal codes to ensure the health, safety and welfare of the public 
  • Keep informed of changes and new legislation pertaining to building codes and related regulations
  • Approve final inspection certificates of completion or occupancy 
  • Receive and review field inspection reports from special inspection agencies and other registered professionals pursuant to the approved plans and documents
  • Make field determinations of scope and method of work to be performed based on approved plans; authorize field changes to plans when required
  • Coordinate project work with contractors, members of the public and other City departments; identify alternative construction methods and materials; ensures job-site safety requirements are met, enforces regulations for construction or repairs
  • Respond to questions and concerns from the public, property owners, architects, engineers, and contractors regarding interpretation of and compliance with code requirements; provides information as appropriate and resolves complaints; establishes and maintains a customer service orientation within the Building Division
  • Establish positive working relationships with representatives of community organizations, state and local agencies, elected officials, staff, and the public
  • May assist the Building Official in coordinating and assigning building inspection workloads and training subordinate staff
  • Punctual, regular and reliable attendance
  • Perform the duties of other personnel as needed
  • Perform other duties as assigned

While performing the duties of this job, the employee is frequently required to use hands to manipulate, handle, or feel; speak; and hear; type on a keyboard or tablet; stand; walk; reach with hands and arms; climb, balance, stoop, kneel, crouch, or crawl.  The employee must occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close, distance, color, and peripheral vision; depth perception; and the ability to adjust focus.  For further information, see the Physical Requirements document.

Work is usually performed outdoors in all types of weather and temperatures; at construction areas, building sites, and hazardous areas; and requires climbing in/on/under and around heavy equipment, potentially dangerous tools, and construction sites.  Driving a City vehicle to job sites is required.  The noise level in the outside work environment is usually loud.   Work is also frequently conducted in an office environment where the noise level is moderate.

Evening or variable hours to attend meetings may be required.

Qualifications:

Education, Training and Experience Guidelines 
Education:  High School Diploma or equivalent and possession of two certifications from the International Code Council (ICC);
Experience:  Possess the equivalent of three years journey level construction experience, preferably in two major trades with specialized training in building inspection technology or closely related field; or three years’ experience as a Building Inspector I and/or II
Or:  Any combination of education and experience, which provides the applicant with the desired skills, knowledge and ability required to perform the job, may be substituted for these qualifications.
 
Knowledge of:

  • Federal, state, and local regulations pertaining to building construction and zoning
  • General construction/building methods, principles, practices and procedures
  • Building codes and regulations applicable to commercial and residential inspection work; methods and regulations pertinent to mechanical inspection; materials, methods, and regulations pertinent to plumbing inspection; zoning regulations; site drainage and grading; sign code; and the fire code as it applies to building construction
  • Standard office practices, methods and equipment, including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar and basic mathematical skills
  • Occupational hazards and standard safety procedures
  • Knowledge of code compliance methods and inspection techniques
  • Knowledge of the development community and contractor practices

  • Request assistance from other department staff about alternate approval options and department operations needed for job performance
  • Develop rapport with a variety of people and elicit cooperation

  • Work with angry people, defuse potentially hostile situations, and resolve disputes in the interest of code compliance in a respectful manner
  • Manage significant job stress
  • Perform a variety of construction-related calculations
  • Meet deadlines and organize daily work effectively and in cooperation with other staff
  • Read plans and specifications to evaluate actual construction consistency and compliance with approved plans and code provisions
  • Write clear and legible narrative reports and correction notices
  • Learn specialty inspection skills and code requirements; teach to other inspectors
  • Adapt to emerging techniques, construction technologies, electronic technologies, and codes; and keep proficient in currently adopted codes

 
Skilled in:

  • Gaining compliance with applicable codes and/or ordinances
  • Operating an office computer and a variety of word processing and software applications
  • Safely and effectively operate a variety of tools and equipment used in building inspection


License, Certifications, and Other Requirements

  • Valid State of Washington driver's license and a driving record which meets the city's requirements
  • Possession of two certifications from the International Code Council (ICC)
  • Combination Residential and Commercial certifications or Commercial Inspector certifications are preferred
  • Earn an additional inspection certification during their probation period
  • Completion of position-relevant background check
