JOB SUMMARY      

Under direction of the City Manager, plans, coordinates and directs the operations of the City of Port Townsend’s Human Resource (HR) Department; provides advice and counsel to City staff and management for the resolution of HR issues; interprets and administers policies and agreements; serves as a member of the negotiation team for collective bargaining contracts; advances equity, diversity and inclusion initiatives; manages assigned personnel. Supports the City Manager and all Department Heads in assessing current and future training needs for all levels of employees and to establish an effective performance management system that awards excellent service and technical expertise.

ESSENTIAL DUTIES AND RESPONSIBILITIES
• Under City Manager’s general supervision, directs HR operations for the City; exercises independent judgement within broad policy guidelines; provides leadership direction and guidance in HR strategies, policy development, and priorities; monitors changes in State and Federal HR regulations, standards and legislation.
• Manages HR functions and activities including compensation, benefits, recruitment, retention, training, staff development, labor and employee relations, labor negotiations, dispute resolution, regulatory compliance, personnel policies and records.
• Coordinate with departments to define recruitment needs and timelines, recommend advertisement methods, prepare announcements and advertisements, develop applicant screening criteria and evaluation instruments.
• Directs labor and employee relations functions, including negotiating contracts, resolving employment issues, counseling managers and interpreting City policies; confers with bargaining units to coordinate discussions and proposals with unions; assures effective communication of employment issues.
• Supervise Human Resources Generalist/Specialist.
• Coordinate development of payroll policy with Finance Director and/or Finance Manager.
• Serves as Secretary/Chief Examiner for the Civil Service Commission; assure proper procedures for recruitment, testing and maintenance of eligibility rosters.
• Member of management negotiation team including research and preparation for collective bargaining meetings and assisting departments in resolution of grievances and administration of collective bargaining agreements.
• Maintain confidential files, records and reports and oversee retention according to state law.
• Prepare and administer department budget.
• Conduct internal investigations in conjunction with the City Attorney.
• Interpret and explain Federal and state rules and regulations, assist with interpretation and correct application of City policies and procedures, while exercising the highest degree of confidentiality
• Develop and implement safety programs to reduce accidents/injuries and to maintain compliance with State and Federal regulations. Coordinate the Workers Compensation and limited duty programs.
• Administer employee benefit and retirement program activities through contract administration and outsider provider services.
• Provide support to leadership in assessing current and future training needs for all levels of employees. Create and facilitate learning and development programs based on those assessments to identify partner needs; provide individual or group coaching; facilitate department retreats; provide technical guidance, coaching and consultation regarding training and development and HR development practices and procedures to employees and department managers.
• Assist and coordinate the development of in-house materials and resources to enhance technical professional and administrative skills of employees; create workbooks, manuals, handouts, visuals and other training materials; develop and implement a blended approach which integrates different learning modes, such as coaching, classroom instruction and online learning.
• Develop course content and ensure that all mandatory training is completed by all employees in accordance with regulatory guidelines; assist in the development and management of HRD policies, programs and projects; interpret and explain HRD and training policies, procedures.
• Develop and update City personnel policy manual, communicate changes to City Council and City staff.
• Prepare position descriptions, conduct salary and benefit surveys, maintain salary classification plan.
• Disseminate information, interpret and respond to inquiries regarding administration of personnel rules and regulations, terms of bargaining agreements, and administrative policies and procedures.
• Complete special projects as assigned, including wellness, safety and training programs and special events.
• Attend regular day and evening meetings as required.

KNOWLEDGE, SKILLS AND ABILITIES
• Excellent communication skills
• Knowledge of principles and practices of public human resources administration
• Knowledge of effective personnel policies, rules and procedures
• Knowledge of principles and concepts of performance evaluation systems, salary administration practices and related issues
• Knowledge of current laws and regulations pertaining to leave laws and leave administration, employee benefits and personnel administration
• Skills in labor relations, collective bargaining and contract administration
• Knowledge of best practices in recruitment and hiring, employee discipline and termination procedures and administrative support requirements
• Knowledge of safety and industrial insurance laws and application
• Organize and express ideas effectively in oral and written communications
• Ability to interpret and administer city personnel policies and procedures and negotiated agreements
• Skill in conducting research and analysis
• Interpret, evaluate and apply complex rules and regulations
• Ability to plan, assign and evaluate the work of subordinate staff
• Ability to maintain confidentiality and work on confidential and sensitive matters
• Ability to manage multi-departmental support activities

QUALIFICATIONS
• Bachelor’s Degree in business, public administration, human resources or related field
• Five years increasingly responsible supervisory, human resources and labor relations experience
• Professional human resources certification (PHR or SHRM-CP or SPHR, SHRM-SCP)
• An extensive combination of directly relevant experience and training may substitute for formal education.

Additional consideration may be given for the following qualifications
• Public sector organization and union environment human resource experience strongly preferred.

WORKING CONDITIONS
Duties are performed primarily in an office environment with sitting for long periods of time, using standard office equipment and personal computer. The noise level in the work environment is usually moderately quiet. May be required to deal with upset customers. This position typically requires movement around the office, reaching, pushing, grasping, finger dexterity, hearing, seeing and repetitive motions. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
