JOB TITLE: Municipal Broadband Field Technician

DEPARTMENT: Municipal Fiber

REPORTS TO: Municipal Broadband Business Manager

FLSA CLASSIFICATION: Non-exempt

PRINCIPAL PURPOSE OF JOB: The Municipal Broadband Field Technician installs, maintains, troubleshoots and repairs the broadband network fiber optic outside plant and installs customer premise equipment. The MBFT represents the City with Municipal Broadband customers. In emergency situations, the MBFT may be required to work after hours and/or on weekends and/or until emergency repairs are completed.

LEVEL OF AUTHORITY: Is responsible for sound judgment, thoroughness and competence, where failure to perform effectively and efficiently could have serious impact on municipal operations, public relations, MFN revenues and the efficient use of resources.

WORK ENVIRONMENT: Work is performed in a variety of environments including but not limited to the following: outdoors exposed to weather conditions; indoors in City offices, warehouses and other facilities; indoors in customer premises such as businesses, private residences, garages, attics, crawlspaces, etc.

ESSENTIAL JOB FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Employees are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours. Essential duties and responsibilities may include, but are not limited to, the following:

1. Serve as the City’s primary point of contact with customers during initial service installation and subsequent service maintenance.

2. Maintain, troubleshoot and repair fiber optic cables using equipment such Optical Time Domain Reflectometers, Optical Power Meters, Fusion Splicers, Fiber Cleavers and small hand tools.

3. Perform site surveys to determine appropriate customer lateral fiber optic runs and customer premise equipment location & installation.

4. Install and maintain customer lateral fiber optic runs using hand and power tools. Place conduit for telecommunication services using equipment such as trenchers, hand tools, plows and boring equipment.

5. Install and change-out customer premise equipment using hand and power tools.

6. Read and interpret pole transfer orders, including interacting with personnel representing parties that own the poles. Perform pole transfers as specified in pole transfer orders using bucket truck, power tools and hand tools.

7. Accurately locate and mark existing underground fiber optic infrastructure in response to Washington 811 tickets.

8. Conduct periodic physical counts of warehoused inventories. Maintains inventory of supplies on truck and requisitions necessary supplies.

9. Support preparation of pole attachment requests and right of way permits.

10. Participate in periodic staff meetings.

11. Demonstrate and teach customers how to use specialized other City-provided hardware or technology device.

12. Maintains logs and records of service calls, time spent, tools and equipment used, and the nature of the call.

QUALIFICATIONS:
High school diploma or equivalent required.

LICENSING/CERTIFICATIONS:
Requires Valid Washington State Class A Commercial Driver’s License.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

1. Applicable local, state and federal laws, rules, and regulations (including applicable FCC regulations, National Electrical Safety Code (NESC), and National Electrical Code (NEC).

2. Optical fiber fusion splicing practices using equipment such as Fiber Cleavers, Fusion Splicers, and associated hand tools.

3. Fiber optic testing & troubleshooting practices using equipment such as Optical Time Domain Reflectometers and Optical Power Meters.

4. Thorough understanding of fiber optic installation methods and policies.

5. Safety practices related to handling optical fiber, handling chemicals & consumables related to splicing optical fiber, working near electrical power infrastructure, working aerially using bucket trucks & hydraulic lifts, working in excavated areas, working in confined spaces such as attics and crawlspaces, use of hand tools, and use of power tools.

6. Fiber optic cable handling procedures.

7. Fiber optic cable termination procedures.

8. Optical power budgets including optical launch power, optical receive sensitivity, point optical power losses, and overall optical power loss.

9. Microsoft Office Suite or related software.

1. Maintaining absolute public & personal safety while accomplishing routine and assigned tasks.

2. Using Optical Time Domain Reflectometers, Optical Power Meters, Fiber Cleavers, Fusion Splicers, power tools such as drills and saws, and hand tools such as screwdrivers, hammers, and wrenches.

3. Placing conduit for telecommunication services using equipment such as trenchers, hand tools, plows and boring equipment.

4. Climbing and maintaining balance on step ladders and extension ladders.

5. Using office productivity applications such as word processors, spreadsheets and email.

6. Driving passenger cars, pickup trucks and bucket trucks in a safe & lawful manner.

7. Driving pickup trucks and bucket trucks in a safe & lawful manner while pulling a small trailer.

8. Regularly interacting with colleagues and customers to effectively accomplish tasks, exchange alternative courses of action and maintain professional working relationships.

9. Speaking, reading and writing the English language.

10. Regularly interacting with the public as a representative of the City’s Broadband Network and the City in general.

11. Excellent verbal and written communication skills

PHYSICAL: This position typically requires: climbing ladders, stooping, crouching, reaching, walking, lifting, grasping, talking, hearing, seeing, perceiving & differentiating between colors, repetitive motions with or without reasonable accommodation. This position requires exerting up to 100 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or negligible amount of force constantly to move objects. Physically able to climb overhead or crawl under spaces to complete jobs.
• Must be willing to work at heights.
• Must be able to be trained to operate electrical tools and to splice cables.
• Must be able to differentiate color coding of fiber optic cables.

Incumbents may be subjected to fumes, odors, dusts, gases, poor ventilation and travel.

OTHER:
• May be required to work long and unpredictable hours, including work outside of normal business hours in the event emergency physical restoration of fiber plant is needed.
May be required to participate in a rotating on-call schedule during overnight and weekend hours.
