GENERAL FUNCTION: Serves criminal arrest warrants, protection orders, and subpoenas issued from Bremerton Municipal Court(s) and other jurisdictions. Implements alternative jail programs such as: electronic home detention (EHD)/monitoring and community service. Monitor compliance of all sex offenders living in the City of Bremerton and conduct sex/kidnaping offender registrations as required by law. Conduct detailed investigations pertaining to job duties. Provide prisoner transportation and extradition. Perform data entry into and removal from state and national crime information databases. REPRESENTATIVE ESSENTIAL DUTIES AND RESPONSIBILITIES: (Note – this list is intended only to illustrate the various types of work that may be performed. The omission of specific statements does not exclude them from the position.) The Warrant Officer/EHD is a civilian classification that performs work having a special commission issued by the Chief of Police and limited powers of arrest. Investigate, locate, and arrest persons with outstanding warrants. Coordinate and assist on extradition of fugitives arrested in other states on Bremerton Warrants. Transport prisoner(s) to and from Kitsap County Jail to Bremerton Municipal Court for trials and hearings. Assist the Court Clerk with in-custody paperwork and complete Jail disposition forms. Assess potential for defendants to enter into electronic home detention programs, or other alternative to jail programs; work release or community service. Taking into consideration such factors as flight risk, victim safety, public safety, criminal history and likelihood of compliance with program. Make recommendations to the court. Checks participants' compliance with the alternative to jail programs. Report all violations to Bremerton Prosecutors office for action. Prepares all necessary forms and documents needed to carry out responsibilities. Recommends updates to policies and procedures as needed. Research a subject through police reports, phone books, post office records, and personal contacts to update available information about location, physical descriptions and other names used. Enters warrants and protection orders into state and national databases; maintains and updates files. Expedite and complete an annual address verification of Sex/Kidnapping Offender Registrations as required by law and investigate failures to register by sex offenders required to do so. Provides security to judge(s) and other court staff as required. Other Duties QUALIFYING EDUCATION AND EXPERIENCE (MINIMUM REQUIREMENTS): Any combination of education and experience equivalent to a High School diploma or G.E.D. and one (1) year of law enforcement related experience. A valid Washington State Driver's License. Special Requirements: Must be able to obtain concealed weapons permit. Must be able to successfully complete field training program. Certified in Level II Access class administered by the Washington State Patrol Access training unit. An Access re-certification exam is administered every two years. Must be able to complete training by the Bremerton Police Department in defensive tactics and use of force administered by actual physical application of methods taught by the instructors and written exam. Substance Abuse Testing. Individuals shall be subject to pre-employment alcohol, drug and/or controlled substance testing. Within the first 6 month of employment, attend and successfully complete the appropriate Washington State Criminal Justice Training Commission Corrections Academy (prior law enforcement academy/training may be considered as a passable substitute to Corrections academy on a case-by-case basis). Pass a comprehensive background investigation including financial investigation, polygraph and/or truth verification examination, physical fitness/agility test and psychological and medical evaluations. Knowledge of: Legal terminology, legal documents and court operations and security. Use-of-Force policies and defensive tactics procedures. General knowledge and use of hand and leg restraints. Ability to: Carry out assigned projects independently to completion with oral or written instructions. Communicate effectively both orally and in writing. Use firearms and maintain firearms range qualifications. Skills to: Operating computers, Electronic Home Monitors or other necessary equipment. Applicants should include all relevant information on the City application. Oral Examination: A panel will evaluate the applicant’s training, experience, and ability to perform the job. Placement on the eligibility list is determined by weighted examination scores as follows: Appraisal of application packet regarding Experience and Education/Training - Passing Score 70% - Weight 40% Oral Examination - Passing Score 70% - Weight 60% Applicants must achieve a score of 70% or better on each portion of the exam in order to be placed on the hiring list. Representation: The classification is included in the bargaining unit pursuant to the Recognition Article of the current labor agreement between the City of Bremerton and the Teamsters Local 589. Civil Service: The classification is included in the City’s Civil Service System. Appointment and Removal Authority: The position is filled by appointment by the Department Head. Removal is by action of the Department Head in conformance with Civil Service Rules. This classification specification does not constitute an employment agreement between the City and employee. It is subject to change by the City, with approval by the Civil Service Commission, as the needs of the City and requirements change.
