DEFINITION
Under the direction of the Parks Superintendent, oversees the City's urban forestry management program designed to optimize the health, beauty and safety of parkway trees for the public through proper planning, planting, maintenance and care. Perform field inspection activities, contract and manage projects involving condition assessments and related maintenance along with capital improvement projects. To schedule and assign parks maintenance crews, equipment and materials for parks maintenance work projects; to coordinate, lead, oversee and participate in the more complex and difficult work of staff responsible for the City Urban Forestry program; to assume responsibility for various administrative tasks, including record keeping, purchasing and contracts; and to perform a variety of technical tasks relative to assigned areas of responsibility.

EXAMPLES OF DUTIES:
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
1. Oversee and coordinate Urban Forestry related projects and activities, including field inspections, planning, budgeting, evaluation, and contract administration related to tree removal, canopy maintenance, tree installation and maintenance, and habitat restoration.
2. Coordinate condition assessment of Urban Forest with both contractors and City staff.
3. Coordinate Urban Forest data collection and tree assessment; conduct research and analysis for reports; policy proposals, and Urban Forestry standards.
4. Provide oversight and management of various habitat restoration projects. Coordinate evaluations and project implementation of Urban Forestry programs and initiatives.
5. Assist the Parks Superintendent in Urban Forestry Master planning efforts and analysis.
6. Provide Urban Forestry support for internal staff; serve as a technical expert and reviewer for capital projects, construction plans and development submittals related to Urban Forestry.
7. Provide oversight of asset management related to tree layers, inspections and work performed on Urban Forest resources.
8. Represent the City in focus groups, public meetings and external agencies related to Urban Forestry.
9. Investigate and respond to concerns identified by staff, citizens and external agencies related to Urban Forests.
10. Lead volunteer and non-profit group activities, grants and habitat improvement efforts as outlined in the Urban Forestry Strategic Plan.
11. Respond to questions and comments from residents and park users; providing information and customer service in a courteous and professional matter. As needed, develop and recommend solutions; collaborating with the Parks Superintendent and other members of the team.
12. Perform a variety of administrative duties essential to Urban Forest management

QUALIFICATIONS:
Knowledge of:
Operations, services and activities of a city parks maintenance program.
Principles of lead supervision and training.
Methods and techniques of parks maintenance construction and repair, tree removal, pruning and planning for tree work activity.
Operational characteristics of parks maintenance vehicles, equipment and tools.
Methods and techniques of landscaping.
Methods and techniques of irrigation system design, installation, maintenance and repair.
Methods and techniques of herbicide and pesticide application.
Pertinent federal, state and local laws, codes, regulations.
Public contracting including development of contract documents, budgeting, bid solicitation and contractor management
Mapping and geographic information systems (GIS) software.
Occupational hazards and standard safety practices.
Record keeping and record management.
Applicable federal, state and local permitting requirements.

Ability to:
Lead, organize and review the work of staff.
Prioritize and schedule work.
Independently perform the most difficult skilled construction, maintenance and repair of parks and related facilities and equipment.
Interpret, explain and enforce department policies and procedures.
Operate a variety of parks maintenance vehicles, equipment and tools in a safe and effective manner.
Conduct inspections of parks, including equipment and facilities.
Design, install, maintain and repair irrigation systems.
Apply herbicide and pesticide.
Conduct research and analysis, and make recommendations.
Read and understand plans and specifications.
Ensure safety at parks maintenance and construction work sites.
Perform heavy manual labor.
Work independently in the absence of supervision.
Analyze situations and adopt an effective course of action.
Understand and follow oral and written instructions.
Communicate clearly, both orally and in writing.
Successfully work with diverse staff, customers and community members.
Be available to work and be on-call to respond to emergencies such as flooding, hazardous spills and snow and ice control outside regular work hours.
Perform heavy physical labor in all weather conditions.

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Three years of increasingly responsible experience in park maintenance, urban forestry or a related field.
Training:
Bachelor’s degree from an accredited college or university, or equivalent experience, with major course work in urban forestry, arboriculture, horticulture, or a related field.

License or Certificate
Possession of ISA Arborist certification required.
Possession of a valid state-issued driver license required.
Possession of current first aid/CPR certification required.
Possession of Tree Risk Assessors certification desirable.
Possession of a State pesticide Public Applicator’s License is desirable.
