Description

Essential Job Duties

  1. Researches and develops public policy proposals and programs, while obtaining and incorporating input from interested departments, agencies, community and stakeholder groups and the public.
  2. Develops environmental resource plans which include basin and watershed characterizations, utility management plans and asset management systems.
  3. Serves as a staff technical advisor and interprets complex rules and regulations. Interprets state, federal and local regulations as well as tribal interests in areas of water resource, public policy, utility development permitting, business models and organizational structures and departmental strategic planning. Drafts new or amended policies and ordinances.
  4. Develops, administers and coordinates grants and consulting contracts. Prepares grant applications, reviews agreements and submits reports to comply with the terms of grant agreements.
  5. Plans, prioritizes, assigns, directs and reviews work of consultants responsible for water resource studies and water, sewer and stormwater comprehensive plans.
  6. Builds effective relationships. Communicates effectively with the public, contractors, consultants and agencies. Receives suggestions, resolves issues and provides information in a timely manner.
  7. Responds professionally and promptly to complaints and concerns.
  8. Collaborates with other departments and divisions to accomplish shared goals. In coordination with other staff, develops and presents recommendations on various permits, project development applications and emerging requirements.
  9. Prepares project budgets. Monitors and maintains expenditures within budget guidelines. Implements cost-effective measures and uses resources effectively to increase productivity. Participates in utilities division budget planning and makes recommendations.
  10. Assembles, analyzes and evaluates data and prepares reports, correspondence and presentations on project performance and regulatory compliance. Takes corrective action.
  11. Ensures required records are maintained in compliance with applicable regulations.

Other Job Functions:

  1. Supports utilities leadership in safety meetings and training. Assists with records maintenance.
  2. Assists with purchasing and inventory for utilities in the asset management software in compliance with City policies.
  3. Conducts environmental reviews, as needed.
  4. Organizes and maintains databases, files and other documents.
  5. Performs other duties as assigned.

Qualification Requirements

  1. Bachelor degree in biology, environmental science, civil engineering or utilities related field.
  2. Five (5) years of water resources management experience.
  3. Must possess a current WA State Driver’s License and maintain throughout employment.

Requires knowledge of:

  1. The field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in this job description.
  2. Safety and security hazards, precautions, standards, policies and procedures.
  3. Principals, procedures and practices of project management, presentations and negotiations.
  4. Federal and state stormwater and water quality regulations and other applicable federal, state and local laws, codes and ordinances.
  5. Computer operation and software including Microsoft Office products and related database systems including asset management and Geographical Information System (GIS).
