POSITION SUMMARY:

This position performs professional and analytical work in a variety of human resources areas, which may include: employment, recruitment, testing, classification, compensation, employee relations, training, workers' compensation, employee leaves of absence, labor relations, and
benefits. Assists in the development and administration of personnel programs, policies and procedures to ensure compliance with applicable federal, state and local laws and regulatíons.  The work performed by this class involves exercising independent judgment by applying human
resources policies and procedures and relevant employment laws and regulations, and preserving confidential and sensitive material and information.

EXAMPLES OF JOB DUTIES:

  1. Develops and administers recruitment and selection processes; writes job announcements and advertisements; develops examination plans and maintains applicant tracking systems. Ensures compliance with related federal, state and city laws, rules and procedures. Serves as system adminÍstrator for the online applicant tracking system.
  2. Develops and administers city-wide testing processes including writing test questions, creating rating systems, evaluating and tabulating results. Serves as chief proctor for Civil Service processes, and prepares and maintains eligibility lists. Ensures fairness and compliance with city and state civil service laws, rules and guidelines.
  3. Develops and administers testing for promotional positions including development of practical exams. Develops marketing materials and assists depaftments with strategies for recruitment and selection of executive level positions.
  4. Develops, implements and monitors complex records and tracking systems related to employee leaves of absence, including the Family and Medical Leave Act. Maintains knowledge of applicable laws and regulations; provides technical knowledge, assistance, and training to other departments. Ensures proper documentation, reporting, and compliance with federal, state and local laws, regulations, policies and procedures.
  5. Coordinates the city's injured worker programs including return to work, light duty, and sick leave buyback; ensures proper record-keeping and reporting of occupational injuries and illnesses in accordance with OSHA & WISHA requirements; tracks and submits reimbursement claims under the Stay At Work Program.
  6. Conducts research and analysis on a wide range of projects, compiles data and creates reports. Projects include conducting classification and compensation analyses, analysis of comparable collective bargaining agreements, and costing of labor agreements.
  7. Responds to requests regarding classification, compensation, benefits and related information from other agencies; completes surveys and reports data as requested or as legally required, such as EEO4 reports.
  8.  May conduct job audits to determine duties and responsibilities of positions; develop classification descriptions; recommend revisions of existing classes or propose the development of new classes.
  9. Interprets and provides information to candidates, employees and depaftments regarding human resources policies and procedures, leave laws, workers' compensation, Civil Service rules and regulations, and other federal, state and local laws pertaining to human resource management.
  10.  Assists department manager with updates and maintenance of city's personnel policies and procedures to comply with federal, state, and local laws.
  11. May represent the department on various committees.
  12. Provides work direction, guidance and techn¡cal assistance to other human resources staff as required. Provides backup to other human resources staff as needed.

QUALIFICATIONS:
A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.

Experience:

  • Three years of related human resources experience.
  • Experience in the public sector and Civil Service preferred.

Education and Training:

  • Bachelor's degree in human resources management, business or public administration, or a related field.

Licenses or Certificates:

  • Professional in Human Resources (PHR) certification preferred.
  • Must possess, or have the ability to possess within one month of hire date, a Washington State Driver's License.

This position works in an office, and the noise level in the work environment is usually low to moderate.
