ROLE & RESPONSIBILITIES Under the direction of the Traffic Operations Safety and Engineering Manager, this position is a working lead that is responsible to direct, coordinate and help plan the work for themselves and 3 full time signal/ITS technicians. Essential Duties: Provide oversight and daily work direction; plan, schedule, assign and review work;Be a technical expert in traffic signals, other active traffic control devices and streetlights;Train, motivate and provide technical assistance to staff;Analyze and develop innovative solutions to challenges encountered and assist in development and implementation of maintenance standards and procedures;Provide technical expertise and guidance in the design and construction of transportation projects and work with City inspectors in the review and acceptance of new construction;Evaluate, recommend, and purchase equipment and other materials;Assist in implementing asset management program and preventative maintenance program;Make recommendations for personnel actions such as hiring and performance evaluations;Provide customer service support for City engineering and operations staff;Effectively resolve citizen complaints and inquires. Knowledge of: Electrical theory as applied to the installation and repair of electrical circuits and systems;Electrical, mechanical, solid state and other traffic related equipment;Manual for Uniform Traffic Control Devices (MUTCD);National Electrical Code (NEC);National Electrical Manufacturer Association (NEMA) codes and standards;Safe working procedures;Legal requirements and liabilities affecting signal operations. Skill in: Install, diagnose, repair and replace electrical and electronic components of traffic signal system;Documenting procedures, maintaining records and preparing written reports using Microsoft Word, Excel and Outlook;Proficient in using asset management software such as Lucity;Operating a man-lift bucket. Ability to: Effectively plan, prioritize and direct the work of self and othersCommunicate and follow policies and procedures to ensure tasks and equipment are operated safelyDemonstrate a positive attitude and be an effective leaderExercise sound judgment and effectively problem solveRemain flexible and make sudden scheduling changes based on changing prioritiesSafely operate and maintain tools and equipment of tradeCollect and organize facts and data both orally and in writingPerform Emergency Standby Duty on a rotation basisWork overtime as needed, including evenings, holidays, and weekendsAnalyze and solve problems related to communication systemsRead and interpret construction plans, schematics, diagrams and chartsWork independently and cooperatively with othersEstablish and maintain effective working relationships with coworkers, vendors and the public QUALIFICATIONS Education and Experience High school diploma or equivalent certification with at least 2 years higher level course work in electronics/computer3-5 years experience in maintenance and repair of traffic signal/lighting and/or electrical/electronics systems.Experienced in installation or repairing of communications cable and end user computing equipment preferred for equivalencies if applicable for scoring plan Licenses and Certificates Valid Washington State Driver's License and a driving record that meets city standards. Remain insurable by the City.CDL within one year of date of hireInternational Municipal Signal Association (IMSA) Level II traffic signal technician certification; IMSA Level III preferredThis position is currently covered by AFSCME.
