Description

The Manager of Administrative Services is responsible for overseeing the City’s financial operations, the activities of the City Clerk, employee and community communications, and the City’s IT services. As a direct report to the Mayor, this manager is part of the City’s Leadership Team and shares responsibility for supporting employees in delivering quality service to internal and external customers.

Primary Responsibilities/Essential Functions

 Finance
• Ensure the work of the Finance Team, consultants, managers, and Budget Advisory Committee complies with Washington State Auditor’s Office regulations and requirements using GAAP and BARS Cash Manual
• Oversee the Finance team in processing the City’s payroll and employee benefits, procurement and vendor contracts, accounts receivable/payable, grants and entrepreneur services, utility billing, and general ledger reconciliation.
• Prepare and oversee the City’s annual operating budget of 3.2 million. Work collaboratively with the Budget Committee, Mayor, and City Council to ensure transparency and accountability of the City’s finances.
• Present the City’s accounting, financial, and budget functions in a clear, concise, and user-friendly manner to elected officials, business representatives, community members, and the City’s workforce
• Incorporate a Lean Initiative focused on improving the efficiency of the City’s internal accounting and finance functions.

Public Records/City Clerk
• Serve as the City Clerk for the City of La Center.
• Ensure the City’s internal records and document systems, including official ordinances, resolutions, and legal documents, are managed per Public Records Act, RCW 42.56, and Archives and Records Management guidelines.
• Guide elected officials and City leaders regarding compliance with the Public Meetings Act per RCWs 42.30 and 42.32.
• Research complex, detailed, and at times conflicting regulations and guidelines; seek counsel and guidance from the City Attorney or the appropriate regulatory agency.
Administrative Services
• Serve as the City’s point person in coordinating the services of the IT Consultant to include troubleshooting problems in the delivery of service, archiving or retrieving electronic data, researching the viability of current and integrating new equipment or technology.
• Manage the City’s website and Intranet communications systems, oversee the City’s quarterly Newsletter and Facebook communications, and establish community communications networks.
• Oversee the City’s delivery of exceptional customer service to the community, businesses, regulatory partners, and the internal workforce.
• Support the Mayor and City Council in processing administrative documents as needed
• Model and message the intent and purpose of the City’s Guiding Principles

 

Job Qualifications/Competencies

  • BA degree in public administration, finance, administratio
  • Three years of experience working in government in a position that requires progressive responsibility
  • Two years of experience working with a series of regulatory governmental agencies
  • Two years of supervisory experience
