Description

PURPOSE:
Under the direction of the Business Administration Deputy Chief, will lead a team focused on the RFA’s budget, grant administration, accounting and finance functions. This position is assigned to the Finance department in the Business Administration division.

Considered a working manager, overseeing the finance division. An employee in this classification is responsible for overseeing the financial reporting and preparation, compliance, and internal controls over the RFAs assets and processes. Monitor and maintain the budget and ensure each division strategic goals are implemented. Work is reviewed periodically by supervisor for accuracy and conformance to established policies and procedures.

ESSENTIAL FUNCTIONS:
• Plan, organize, and manage all aspects of financial reporting.
• Assist in establishing and implementing the goals of the department.
• Prepare and control budgets; control and approve expenditures and capital purchases; monitor, prepare and submit periodic budget updates; monitor assigned performance measures.
• Oversee the preparation of the budget to include financial reports, statements, and analysis.
• Manage the treasury operation, investments, and debt service.
• Resolve interdepartmental, and interagency, fiscal processes, reporting, accounting discrepancies, and other matters as it relates to financial control involving complex transactions.
• Provide technical expertise and data analysis to internal departments, and external stakeholders, on a variety of RFA financial matters and procedures.
• Develop, research, and revise department policies, procedures, ordinances and other materials related to financial activities and operations; resolve work-related complaints and issues that cannot be addressed by staff.
• Assure the accuracy of the RFA’s accounting records and reports in accordance with Generally Accepted Accounting Principles (GAAP), GASB, BARS, and other state, local, and/or federal laws.

• Methods, techniques and practices of maintaining complex financial records
• Basic principles, practices, and procedures of governmental budgeting, accounting and purchasing including preparation, monitoring, transferring, and reporting
• Database management, development and reporting theory
• Basic knowledge in grant management
• Financial and fiscal statistical, analytical, research and projection techniques

• Effective oral communication and presentation skills

MINIMUM REQUIREMENTS:

Education: Bachelor’s degree in Accounting, Public or Business Administration or related discipline.

Experience: 5-8 years of progressively responsible experience in budgeting, accounting or finance to include 2 years of supervisory experience.

PREFERRED EXPERIENCE:

CPA designation with public sector experience.

OTHER REQUIREMENTS:

A valid driver’s license
