Description

PURPOSE:

Under the direction of the Human Resource Manager, perform professional, technical and confidential human resource services.

Work is focused on providing consultation services to staff in promoting equitable application of human resource policies throughout the organization. Areas of support include employee engagement, manager development, employee relations, policy development, Civil Service requirements, and investigations.

ESSENTIAL FUNCTIONS:

• Provide employee relations consultation services.
• Provide training and development to managers and staff.
• Maintain, review, update and audit legal competencies to ensure compliance with Puget Sound RFA policies.
• Analyze trends and metrics in partnership with HR team to develop solutions, programs and policies.
• Develop and implement communication and engagement strategies.
• Actively engage in planning of employee investigations, issue spotting, and report writing to provide results-orientated resolutions to employee relations matters.
• May perform other job functions as needed.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge Of:
• RFA policies, procedures, and contracts; applicable local, state, and federal laws, rules and regulations related to assigned activities including: FMLA, COBRA, PERS, LEOFF and applicable labor contracts.
• Best practices in human resource methodology.

Skilled In:
• Effectively identify, collect and organize data and information for analysis.
• Analyze situations accurately and adopting an effective course of action.
• Exercise initiative, judgment and decision-making skills to meet objectives.
• Exceptional communication skills, with the ability to express, advocate and defend views effectively and with clarity to internal and external customers.

Ability To:
• Be an enthusiastic team player with strong drive to create a positive work environment.
• Present ideas and concepts clearly and concisely.
• Complete work with many interruptions.
• Establish and maintain cooperative and effective working relationships with others.
• Handle sensitive and confidential information in a professional manner.
• Become familiar with, follow and actively support the Puget Sound RFA’s mission, vision, and core value statements.

REQUIREMENTS:

Education: High school diploma, supplemented by some college level course work or training in human resources.


Experience: Three (3) years as a Human Resource Specialist or HR Business Partner.


Preferred: Certification in Human Resources (SHRM-CP or PHR)
Or: In place of the above requirement, applicant may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill and ability to perform the essential duties and responsibilities listed above.

LICENSES AND OTHER REQUIREMENTS:

• Valid Washington State Driver's license
