Under the direction of the Deputy City Manager, the Senior Policy Analyst will manage the City’s strategic planning efforts, lead, direct and develop the City’s resiliency program, oversee intergovernmental relations activities and administer various intergovernmental contracts. This is a full-time, regular, exempt position.The schedule for this position is M-F, 8:00 am to 5:00 pm. Oversee strategic planning efforts in the City including staffing the Strategic Plan Oversight Committee, tracking progress on the existing strategic plan and working with city leaders and elected officials to update the plan in 2020-2021. The current plan goes through 2021. Lead the development of the City’s resiliency planning efforts; articulate a compelling vision for community resilience; conduct risk and vulnerability assessments; develop strategies; and effectively coordinate with City staff and stakeholders in the community to achieve measurable progress toward the vision. Develop measures and metrics to continuously evaluate the City’s resilience programs and capabilities, making recommendations to senior management for immediate and long-term program implementation and improvements Manage the City’s intergovernmental relations functions. Coordinate the City’s state and federal legislative agendas; manage state and federal lobbying contracts; prepare briefing papers; work at the local, state and federal levels to promote city initiatives, programs and goals and objectives; act as a resource to City management and elected officials on public policy or political issues that may impact the City; attend legislative meetings, etc. Administer various intergovernmental contracts such as the Public Defender contract which provides for the provision of legal services to indigent persons and the Humane Society contract which provides for the protection of animals within the City Lead the City’s Charter Review process, provide support to the Charter Review Committee including follow-up on recommendations that come from this review. One such recommendation includes a study of potential electoral districting within the City. Advise the City Manager, senior management and City Council regarding the implications of various policy and legislative initiatives at the local, state and federal levels. Conduct research; develop policies and strategies; perform quantitative and qualitative analysis of the effects of these policies on City programs; prepare written and oral reports; and present recommendations to City leadership and policymakers in a clear and concise manner for review and consideration in decision making Perform related duties and responsibilities as assigned. Minimum Experience & Education: At least five years as a policy analyst developing and analyzing governmental policy, developing and implementing strategic plans, managing intergovernmental relations and implementing resiliency strategies at the local, state or federal level. Bachelor’s degree in policy and planning, public administration, economics, finance, business or closely related field Preferred: Master’s degree in policy and planning, public administration, economics, finance, business or closely related field Equivalent combinations of education and experience may be considered. |
