The Toxics Cleanup Program (TCP) is looking to fill an Senior Application Developer
(IT Specialist 5) position. This position will be located in our Southwest Regional Office (SWRO) in Lacey, WA. This position has been identified as a Senior Web Developer position within our organization.

We are looking for candidates, who possess strong communication skills, programming skills, and experience working in a supportive team-oriented environment, mentor to others and possess collaboration competencies. Applications must have proven proficiency with software application development as it relates to modernization, integration with multiple system software packages, experience using SLQ Server Reporting Services (SSRS), and building applications with Model View Controller (MVC) architecture.

Duties

Agency Mission: Ecology's mission is to protect, preserve and enhance Washington's environment, and to promote the wise management of our air, land and water for the benefit of current and future generations. Program Mission: The mission of the Toxics Cleanup Program (TCP) is to protect human health and the environment for the people of Washington by preventing, reducing, or eliminating exposure to contamination to support the development of environmentally and economically sustainable communities. TCP has also established five outcome goals:
Build a workplace of choice;
Clean up more sites;
Prevent underground tank leaks;
Develop the new TCP; and
Invest in and support communities.
Unit Objectives: The Information Communication Unit (ICU) provides information, tools and services that support Ecology staff and managers in their efforts to clean up contaminated sites. The ICU develops and maintains information systems to support three main groups:

Some of the key work activities of the Senior Application Developer position include:
Lead Software Engineer who supports the planning, designing, programming, testing, deployment, and maintenance steps in the software development life cycle.
Provides application architecture and programming oversight for the development of scientific information systems to help constituents analyze the state of the environment at cleanup sites in Washington State.
Makes software architecture recommendations to ensure compliance with agency programming and information management standards.
Collaborates with project managers and business teams to gather end-user requirements, and translates requirements into designing system architecture and user interfaces to meet business needs.
Evaluates new software development products and programming languages.
Conducts research to assess industry direction related to software development methodologies to advance best practices within the agency.
The successful candidate for this position will lead development efforts to diverse projects, working with varying customers using the latest Microsoft development tools and agile methodologies to tackle some of today's most exciting IT challenges, such as mobile field data collection, data quality assurance, data discovery and the integration of disparate data and analytics to create a cohesive business intelligence unit. Your work will directly support the creation of new applications that are focused on making measurable improvements in the environment of the State of Washington.

Qualifications

Required Qualifications:

An Associate's degree or higher in Computer Science; Information Technology OR completion of a two (2) year accredited vocational training program in information technology or related program

AND

Two (2) years of recent senior-level professional experience in computer application development and maintenance of large projects and/or major organization-wide systems.

OR

Four (4) years of recent senior to expert-level professional experience in computer application development and maintenance. Experience includes but is not limited to analyzing, designing, implementing, maintaining and/or programming large scale and/or organization-wide information systems.

Desired Qualifications:

A Bachelor's degree with a focus on programming/software development and/or engineering.
Four (4) years of information technology experience programming web-based software applications or developing information systems architecture using Microsoft development technologies such as C#/ASP.Net, SQL Server, and HTML5/JavaScript for mobile applications. At least three (3) of the four (4) years of experience should be within the last four (4) years.
2 years of experience as QAJQC tester.
1 year of experience in Accessibility testing and knowledge of toolset.
Knowledge of ADA, Section 508 refresh, WCAG 2.0 level AA, and W3C WAI ARIA.
Expert level knowledge of HTML accessibility techniques including JavaScript, AJAX, and ARIA.
Accessibility certification, Federal Trusted Tester, International Association of
Accessibility Professionals (IAAPl certification, Deque Web Specialist training.
Professional experience consulting, designing, programming, maintenance and/or support work for moderate risk software applications and databases.
Experience with manual keyboard testing techniques and code inspection.
Expertise testing with screen readers: JAWS (Windows), NVDA (Windows), VoiceOver (Mac OS, iOS).
Knowledge of a range of assistive technology.
