Description

This position serves as the Utilities Department communications specialist and the departmental public information officer, administering related activities. This position also manages the department's environmental outreach and technical assistance programs. The Communications Specialist develops, coordinates and implements communication strategies between residents, businesses, the media, Utilities employees, other City staff and public officials. The Communications Specialist promotes Utilities' customer and public engagement, and provides opportunities for customers and the public to learn about Utilities projects, programs, services and operations. The Communications Specialist manages the department's outreach and technical assistance programs, such as recycling/waste diversion and water conservation. The demonstrated abilities to lead programs and staff and to work effectively on a team and independently are critical to the individual's success. This position works regularly with the citywide communications team in a matrixed environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
It is expected that this Communications Specialist will perform duties and responsibilities commensurate with the assigned functional area within Utilities. Primary roles for the Communications Specialist and the goals and general functions under each of those roles may include, but are not limited to the following:

Community Outreach and Public Relations
Create Utilities' external communication plans.
Generate content for an array of materials for the general public.
Assist Utilities' staff with customer relations.
Facilitate targeted communications with residents, businesses, community organizations, etc.
Assist Utilities' management and subject matter experts in organizing presentations and speaking engagements.
Look for strategic opportunities to communicate Utilities' vision and value, and enhance Utilities' credibility in the community.
Prepare and review speaking points, newsletters, quotes, opinion editorials and other types of content.
Provide media and message training support for Utilities' management and subject matter experts.
Media Relations, including citywide Public Information Officer Duties
Be the central point of contact for all media inquiries relating to Utilities' matters.
Drive timely responses in addition to documenting all contacts.
Identify media needs for a story and assist with execution, including planning for news conferences and other events and appearing on TV, radio and digital outlets.
Monitor and document news clips including newspapers, TV, radio, and digital outlets.
Draft news releases, opinion editorials, quotes, background materials and other content.
Provide stories and background to reporters regarding various Utilities' activities.
Take and maintain photos and videos for communication and outreach opportunities.
Crisis Communications
Advise Utilities' management and Incident Commanders or lead staff regarding communications during public safety crises and emergencies.
Serve as a public information officer in the emergency operations center for the city or Utilities.
Serve as public information officer and department spokesperson at scene of incidents or events when needed, including presenting information to media.
Assist in the creation of a defined protocol for inquiries during a crisis or emergency.
Work with Utilities' staff to develop communication plans in preparation for potential emergency situations.
Work closely with the citywide communications team, as needed.
Utilities' Staff Communications
Manage the dissemination of "Utilities' All Staff" emails, publications and updates.
Support the planning of Utilities' All Staff Meetings.
Develop and implement an internal communications plan.
Issue Management
Monitor, prioritize and proactively address public policy and reputation issues that could affect Utilities' overall brand and credibility.
Spearhead message development and anticipate potential public relations challenges.
Coordinate communication strategies with Utilities' management.
Digital Support/Use of Social Media
Monitor and provide content for city and Utilities social media platforms.
Maintain Utilities' web pages.
Actively look for ways to improve Utilities' digital presence through web page upgrades and social media networks.
Supervision Received and Exercised
Works under general supervision.
Supervises program staff, support staff, variable staff and/or volunteers, as assigned.
QUALIFICATIONS:
Education, Experience, and Other Requirements
Bachelor's Degree, preferably in Communications, Public Relations, Marketing, Journalism or related field.
At least five (5) years of professional experience involving communicating with the public or other related areas with increasing responsibility.
Public sector experience is preferred.
An equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities can be substituted for the above requirements.
Valid Washington State driver's license.
Must pass a criminal background check prior to hire.
