DEFINITION: Maintains, prepares, and distributes City-wide accounts payable including technical reports and accounting records for the Finance Department; researches, reconciles and verifies the accuracy of invoices, statements, and other records.
Performs basic to complex accounting tasks associated with the preparation and maintenance of Accounts Payable, Benefits Payable, and other financial matters.
SUPERVISION RECEIVED: Works under the direction and supervision of the Finance Director or her designee.

EQUIPMENT/JOB LOCATION/WORKING CONDITIONS: The Finance Technician – Accounts Payable works in a standard office setting and must be proficient in the use of office technology including a variety of proprietary software programs.
ESSENTIAL FUNCTIONS OF THE JOB: • Receive and document individual invoices. • Enter invoices into the City’s computer system. • Balance accounts payable and distribute accounts payable checks. • Reconcile vendor statements, research and correct discrepancies. • Manually prepare checks as needed. • Balance and maintain all accounts payable reports. • Answer inquiries from employees and outside vendors regarding accounts payable and related matters. • Collect data, balance and prepare Washington State quarterly excise tax reports. • Balance and issue reports including 1099’s required by State or Federal agencies. • Prepare necessary month-end reports. • Prepare all necessary year-end reports. • Calculates federal and state payroll tax deposits and submits electronically. • Maintains spreadsheets and reconciles payroll liability accounts with benefit provider invoices and City records. • Reports and processes checks/electronic disbursements for payroll liability accounts including but not limited to: o Federal/Social Security/Medicare Employee benefits o Employee Insurance o Pension reporting o Deferred compensation o Washington State PFML o Washington State Long Term Care o Union dues and other deductions
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: • Knowledge of and ability to apply bookkeeping and accounting principles to the processing maintenance of Accounts Payable and Finance records. • Knowledge of GAAP Accounting. • Knowledge of Washington State BARS. • Knowledge of windows applications and demonstrated ability to learn and use proprietary software. • Ability to make involved and varied arithmetic computations rapidly and accurately. • Ability to tabulate statistical data and compile necessary reports. • Ability to establish and maintain effective working relationships with supervisor, finance staff, as well as other City departments and outside vendors. • Ability to add the City of Cheney entitlements to a personally issued federal ID.me account.
QUALIFICATIONS: Two years of college including classes in accounting/bookkeeping. Any combination of education, training and experience, which provides the applicant with the knowledge, skills, and ability required to perform the job may be substituted for the educational requirement.
