The Puget Sound Clean Air Agency is a regional government agency created in 1967 with jurisdiction covering King, Kitsap, Pierce, and Snohomish counties. The Opportunity

Our 2030 Strategic Plan is designed to meet unprecedented levels of state and federal funding opportunities and programs. The Agency plans to leverage these to reduce harmful greenhouse gas and other air pollutant emissions with a focus on communities overburdened by the cumulative impacts of air pollution, social inequities, and poor health outcomes.

The Agency seeks an experienced, talented, and capable professional who understands a broad range of principles and practices of human resources and preferably, a working knowledge of Diversity, Equity, and Inclusion efforts.

The Senior Human Resources Analyst can think analytically and critically about processes, procedures, regulations, rules and guidelines. The selected candidate will be able to articulate complex information in an understandable way to employees and managers and will communicate clearly and honestly while acting in a collaborative and productive manner.

The Senior HR Analyst needs to be committed to improving the workplace and providing strong internal customer service. This candidate will be comfortable performing work on multiple projects at a time and dealing with a variety of needs and interests.

This position will assist the Agency in expanding the implementation of our Strategic Plan while furthering the HR and Equity functions at the Agency. This position is a generalist who will also serve as a training coordinator for the Agency with an emphasis on training opportunities around equity and environmental justice. This role is fundamental in helping to advance our value of Equity and Inclusion being embedded throughout the work of the Agency.

The Agency provides an environment for work-life balance through a variety of efforts including a 38.75-hour work week, and a hybrid work environment. The successful candidate should expect to be in-office or reporting in person as work and Agency needs dictate. We expect, however, that some regular telework can be scheduled for this position.

All Agency employees are required to be vaccinated against COVID-19.

The Position

The Senior Human Resources Analyst will perform complex and independent HR generalist duties, as well as administrative work of considerable difficulty. This position provides support for the Agency on a variety of internal and external needs. The strategic direction that goes with this position is a 360-degree responsibility, providing insights and recommendations for staff, management, and directors of the Agency. Opportunities for improvement and awareness of changing circumstances internal and external to the Agency need to be considered and brought forward to ensure we are achieving our mission in an effective, efficient, and equitable manner.

The Senior Human Resources Analyst will provide guidance and support to the HR Manager, HR Analyst, Agency management and employees on human resources-related issues. This individual will conduct research and analysis for human resources and other assigned areas, develop and coordinate various programs, help to ensure compliance with the HR-related law and Agency policies and procedures, and participate on assigned employee committees, work groups, task forces, and initiatives.

The successful candidate will partner with our Environment Justice Steering Committee and Agency management to identify areas where additional support and training are needed to assist the Agency in furthering our equity work both internally and externally. They will also work with contractors identified by the Agency to support staff growth and development.

This position will work with the HR team to identify employment barriers and develop options to eliminate barriers to employment with and advancement within the Agency, supporting Strategic Plan Objective 2.1. We are striving to expand our recruitment outreach to ensure that applicants for each position is as diverse as our region is by 2027. We continue working to retain staff by strengthening our culture of inclusion and belonging through emphasizing wellness, professional development, and growth, and maintaining an environment of anti-racism.

This position will also work with the HR and management teams to continue strengthening our culture of embedding equity principles throughout the daily work of the Agency. Under Objective 2.2, we will launch a racial equity organizational self-assessment by 2026, and this position will have the opportunity to coordinate much of this project. The Senior HR Analyst will work with the management team to continue our Equity Workshop Series through coordinating Agency-wide training. This position will also develop an effective equity onboarding presentation for all staff, our Board of Directors, and Advisory Council.

This is a confidential position that supports management and is not represented by a collective bargaining unit. This is an exempt position and will work with minimal supervision. This position may lead projects and people, providing guidance and oversight to other professional staff.
