Description

Position: Sr. Financial Analyst

Rate of Pay: $7,820.33- $12,513.25 monthly ($93,844 - $150,159 annually). This position is exempt
from overtime.

Position Description/Requirements: Under the direction of the Finance Director, or, designee, the Senior Financial Analyst will be responsible for overseeing and managing the financial aspects of our organization. The role is focused on data-driven and result-oriented outcomes with utilizing strong
analytics with experience in Budgeting and Forecasting, Financial Planning and Analysis (FP&A), Financial Reporting, Internal Controls, Cash Management and supervision of assigned team members. See job description below for complete details.

Puget Sound Fire Overview: Puget Sound Regional Fire Authority is an internationally accredited full-service, all risk fire and rescue department that provides services to the citizens of Covington, Kent, Maple Valley, SeaTac, Tukwila, and Fire Districts 37 & 43. Our workforce is comprised of
approximately 450 employees.

Work Location: Your main office will be at the South King County Fire Training Consortium (SKCFTC), located at 20811 84th Ave. S., Suite 102 in Kent, WA. Throughout the course of your work, you may report to various stations throughout our service area.

Typical Schedule: Working a day shift; typically a 10 hr. day, four days a week

Union Membership: No. This is a non-represented civilian position.

Job Description
GENERAL PURPOSE:
Under the direction of the Finance Director, or, designee, the Senior Financial Analyst will be responsible for overseeing and managing the financial aspects of our organization. The role is focused on data-driven and result-oriented outcomes with utilizing strong analytics with experience in Budgeting and Forecasting, Financial Planning and Analysis (FP&A), Financial Reporting, Internal Controls, Cash Management and supervision of assigned team members.

ESSENTIAL FUNCTIONS:
• Lead the annual budgeting process and periodic forecasting.
• Monitor budget variances and provide explanations and recommendations.
• Develop and maintain financial models to support strategic decision-making.
• Analyze financial data, trends, and key performance indicators to provide insights to leaders.
• Ensure financial capabilities are met for PSF contracts and grants.
• Prepare and present accurate and timely financial reports for internal and external stakeholders.
• Ensure compliance with accounting standards and regulatory requirements.
• Establish and oversee governance, risk, and compliance controls for the agency.
• Conduct periodic reviews to ensure compliance with financial policies and procedures.
• Manage cash flow and liquidity to support operational needs.
• Implement strategies to optimize working capital.
• Carry out supervisory responsibilities in accordance with Puget Sound Fire’s policies and applicable federal, state, and local laws.

SUCCESSFUL INCUMBENTS FOR THE POSITION WILL HAVE:
Knowledge:
• Principles and practices of governmental budgeting, accounting, and purchasing procedures
including preparation, management, monitoring, transfers, and reporting.
• Project management methods.
• Correct usage of English grammar, spelling, punctuation, and vocabulary.
• Oral and written communications skills.
• Research and analytical methods, practices, and procedures to define and resolve issues.

Skills:
• Applicable local, state, and federal laws, codes, regulations, and ordinances.
• Effectively applying principles and practices of training, supervising, and motivating staff including, but not limited to, hiring, directing, evaluating, awarding, and disciplining staff.
• Project planning and effective use of resources.
• Gathering technical research, analyzing data, and recommending solutions.
• Documenting systems design, procedures, and applications.
• Effective conflict resolution and gaining cooperation from staff and the public.
• Effectively organizing and expressing ideas both orally and in writing.
• Using interpersonal skills effectively in a tactful, diplomatic, and courteous manner.

Abilities:
• Proficiency in financial modeling and analysis.
• Effectively speak, present information, and respond to questions from top management,
clients, technical and non-technical personnel, the general public and public groups, and/or elected officials.
• Respond to inquiries or complaints from customers, regulatory agencies, or members of the business community/public.
• Utilize experience and professional judgement to define problem(s), evaluate alternative courses of action, and resolve difficult problems.
• Work independently with minimal supervision to meet schedules, timelines, and project cost controls.
• Handle sensitive and confidential information in a professional manner.
• Prepare and maintain clear and accurate reports, correspondence, and procedures.
• Effective use of Microsoft Office products and job relevant software.
• Utilize exceptional communication skills, with the ability to express, advocate and defend
views effectively and with clarity to internal and external customers.
• Establish and maintain effective working relationships with co-workers, partner agency staff, officials, vendors, and consultants.
• Become familiar with, follow, and actively support Puget Sound Fire’s mission, vision, and core value statements.

SKILLS FOR THE POSITION MAY BE GAINED THROUGH EDUCATION, CERTIFICATION, RELEVANT JOB EXPERIENCE OR A COMBINATION, SUCH AS:

Education:
Bachelor’s degree from an accredited educational system in Finance, Accounting or a related field. A Master’s degree in a related field is preferred.

Experience:
At least 3 years, 5 years preferred, of progressively responsible experience in a finance function, with a focus on Financial Planning and Analysis (FP&A), including at least one year of supervisory experience.

LICENSES AND OTHER REQUIREMENTS:
• Certified Public Accountant (CPA), preferred.
• Certified Management Accountant (CMA), preferred.
• Experience with ERP systems, preferred.
