Community Risk Reduction

Position Description
Basic Function: Under general direction, the Assistant Chief of Community Risk Reduction (CRR) is responsible for Fire Inspections, Fire Investigations, and Community Engagement activities for Lacey Fire District 3. In a timely and cost-effective manner, the incumbent serves as the point of contact, both internally and externally, for issues relating to same. This position is distinguished by the requirement for specialized knowledge of Inspections, Investigations, and Community Outreach for the District.

Supervises: Community Risk Reduction Division Staff

Reports to: Deputy Chief, Administration

Job Classification: This is a union, FLSA 7K-exempt position. This is a forty-hour per week union-represented position. For incumbent District members receiving promotion or assignment to the role, this position is eligible for shift overtime in the previously held or qualified position(s) in accordance with established overtime and collective bargaining rules.

Salary: $12,394 (step 1) - $12,871 (step 5) per month DOE.

Duties and Responsibilities:
• Provides direction and leadership to assigned staff in the CRR Division; monitors staff and program performance to effectively allocate Division resources and to achieve Division goals.
• Assists in the development of inspection and investigation policies, procedures, and priorities to improve fire and life safety conditions in the community.
• Coordinate activities including investigations, permit issuance, citations, inspections, and plan review.
• Oversees fire investigations and staff supporting this work.
• Establishes relationships with partners to determine program priorities and implementation; applies the CRR model to assess and prioritize work plans.
• Performs highly responsible administrative and complex technical work to include collaboration of fire code and policy development.
• Makes presentations to a variety of audiences including public groups, partner agencies and elected officials.
• Prepare reports as requested on CRR activities as required.
• Oversees and manages long range planning efforts and identifies Division goals and priorities.
• Participates in Division budget process to ensure objectives and priorities are met; develops strategies to achieve goals and manage division budget.
• Oversees the development and maintenance of the community risk analysis.
• Responds to emergency incidents as appropriate and operates within the established incident management system as assigned.
• Performs other duties as appropriate to the position and as necessary and/or assigned.

Education and Experience Requirements:
• Lieutenant or higher-ranking officer.
• Associate’s degree is preferred or a combination of experience, education, and training that would provide the level of knowledge, skills and abilities.
• Experience in fire prevention, code enforcement and fire investigations.
• International Fire Code Inspector within 18 months of appointment.
• ICS/NIMS 100, 200, 300, 700 certifications. ICS/NIMS 400 and 800 are desired.

Knowledge, Skills and Abilities:
• Extensive knowledge of modern prevention, investigation and inspection principles, procedures, techniques and equipment.
• Extensive knowledge of building and fire codes.
• Working knowledge of fire detection and suppression systems and equipment.
• Ability to effectively apply standard prevention techniques and to act effectively in emergency and stressful situations.
• Ability to communicate effectively orally and in writing.
• Ability to establish effective working relationships with employees, partners and the general public.
• Ability to stay up-to-date on new techniques and information impacting Division goals and activities.
• Ability to provide leadership and guidance to assigned staff.
• Demonstrates and exemplifies “The LFD3 Way”.

Equipment/Mechanical Aids Used: Computers, databases and other related technologies, standard office equipment. Self-contained breathing apparatus (SCBA) or similar respiratory protection. Must be able to drive District vehicles.

Working Conditions: Working conditions are diverse. Conditions include an office or meeting environment where desk or computer work may be for extended periods. Duties may include physically and mentally stressful situations involving extreme temperatures, contaminated atmosphere, hazardous materials, adverse weather, heights, confined areas and medical trauma related to the emergency response environment.

Physical Requirements: For outside applicants, must meet District’s pre-employment standards to include successful completion of background check, suitability assessment, medical/physical, and drug screen. Internal candidates for promotion or appointment must meet and maintain all fitness-for-duty requirements of response personnel.

Other Requirements: Candidate/Incumbent must maintain a Washington State EMT certification; possess or ability to obtain within 30 days of hire any U.S. state or District of Columbia driver’s license, and maintain such license for the duration of employment; must possess and maintain Emergency Vehicle Incident Prevention (EVIP) or equivalent certification; must maintain fitness and qualifications for respirator use; must comply with labor contract provisions.
