SALARY: $5097-$6327/Month     

FLSA Status: Non-Exempt

The City of Elma, Washington is seeking to hire a Public Works Foreman to supervisor day-to-day operations in the Public Works Department.

General Summary

Assigned to the Public Works Department and under the general supervision of the Public Works Director.  This supervisor oversees day-to-day operations performed by the City’s maintenance team.  The public works team maintains City buildings, utility systems, rights-of-ways, wastewater treatment plant operations, water system, park facilities, cemeteries and coordinates the physical staging for special events and activities as required.

The Public Works staff maintains a rotating on-call staff member who is required to respond to various emergencies.  During inclement weather the crew will often work extended hours to keep the City’s roadways clear of snow and ice.

All City employees are expected to work and act as a part of a team, interact professionally with other city employees, and provide positive and productive customer service to the public.

Major Function and Responsibilities

The major functions and responsibilities listed are intended only as examples of the type of work performed by this position.  Duties and responsibilities are subject to change by the employer as the needs of the City and requirements of the job change.  The job duties are as follows:

  1. Under the general direction of the Public Works Director, participate and direct the public works crew’s day-to-day operation and maintenance activities in completing scheduled work, unplanned work or when responding to an emergency.
  2. Identify and prioritize work projects and staff workload and complete tasks on time.  Direct the Public Works employees in completing the assigned work.
  3. Use critical thinking skills to respond to and manage complex streets, stormwater, wastewater, and water issues such as inclement weather, flooding, and damage to streets, buildings or other city facilities.
  4. Ensure that safety practices are always adhered to.
  5. Provide direction and oversee operations during after hours emergencies, which included calling out employees in cooperation with the Public Works Director.
  6. Assist the Public Works Director with identifying and implementing best practices related to department activities with a focus on continuous improvement, efficiencies, and cost effectiveness.
  7. Use mechanical skills to troubleshoot and repair various systems including construction equipment, building systems, utility systems, park structures and cemeteries.
  8. Assist public works personnel in completing repairs and maintenance projects as needed.
  9. Perform city utility inspections as required.
  10.  Ensure all regulatory permit requirements are met for water and wastewater systems.
  11.  Participate in professional development as required or requested by the Public Works Director.
  12.  Other duties as assigned by the Public Works Director.

Education and Experience

  • Must have six (6) years of progressively responsible experience in maintenance and operations of parks grounds, streets, stormwater, sewer, water and facilities.  Of the six years of experience, three (3) years of experience supervising employees is preferred.
  • Must have a High School diploma, G.E.D. or any combination of experience and education that provides the applicant with the required knowledge and abilities. 
  • Advanced knowledge in the maintenance of streets, rights-of-way, grounds/landscape, stormwater, wastewater, water and facilities.
  • Demonstrated ability to work well under pressure while meeting multiple and sometimes competing deadlines.
  • Valid Washington Drivers License, a good driving record and be insurable.
  • Possession of a Washington State Wastewater Treatment Plant Operator Group II Certification.
  • Possession of a Washington State Water Distribution Manager II Certification.
  • Cross Connection Control Specialist preferred.

Working Conditions

The Public Works Foreman may work either indoors or outdoors as required. The employee may need to work in confined spaces and will be required to work on ladders, incliners, and in noisy work areas. He/she may be exposed to extremes in temperature, chemicals or noxious fumes, and to insect stings.

Exposure to hazards is commonplace. Among the hazard encountered are dampness, direct sunlight, communicable disease, dust, pollen, epoxy chemicals, machinery or its moving parts, cleaning fluids, chemicals, pesticides, insecticides, paints, cleaning agents or similar solutions, insect stings, liquid chemicals, noisy work area, noxious odors, fumes or chemicals, and smoke. Hazardous areas are routinely encountered, including open ditches, vaults, manholes, heavy machinery, hazardous gases, excessive noises, and vehicle traffic.

Protective clothing is required for completion of some job requirements, including rubber boots, rubber or plastic gloves, safety equipment, safety glasses or goggles, ear protection devices, hard hats, respirators, and other specialized protective equipment. The equipment will be provided by the city.

Physical Requirements

The Public Works Foreman must have the overall stamina and ability to perform moderate to strenuous physical activity, including the ability to stand or walk for long periods of time, traversing rough terrain, working in or over water, working at heights or on a scaffolding, and lifting or carrying up to 100 pounds. Job requirements may include the ability to climb, bend, and work in tight or confined areas. In addition, close vision, color vision, depth perception, and far vision is essential to performance of the position. Corrective lenses may be utilized. The incumbent must be able to hear alarms and to have the ability to audibly identify the presence of a danger or hazard.
