About the Opportunity
Spokane Regional Health District (SRHD) is seeking candidates to be their new Administrative Officer to lead their organization. SRHD has more than 250 employees providing health services to more than 540,000 residents of Spokane County

Position Summary
The Administrative Officer (AO) provides overall leadership for the successful operation of the Spokane Regional Health District, including the establishment and implementation of public health policies and programs to promote and protect the health of the citizens of Spokane County. The AO directly supervises the health officer and division directors.

The AO reports to and works at the direction of the SRHD Board of Health to develop strategic plans, goals, budget and objectives of the district, and oversees the implementation of those plans to achieve the objectives of the board.

Duties and Responsibilities
Management
The Administrative Officer is responsible for overseeing and evaluating the district’s health officer, division directors, human resources director and the senior executive assistant.
With the Executive Leadership Team, the AO takes such measures necessary to promote public health, to authorize engagement of SRHD employees in community health programs, and to participate in the establishment of health education or training activities.
Leadership
The AO leads and directs the Executive Leadership Team. They also represent SRHD to outside organizations, interacts with public officials on issues related to policy and budget, and networks with administrative officers of other health jurisdictions.
Compliance
The AO organizes district services in a manner that is responsive, efficient, and effective in meeting community and legal responsibilities dictated by federal, state and county laws, regulations, and ordinances.

Knowledge, Skills, and Abilities
• Knowledge of the principles of health planning, budgeting, personnel management, and labor relations
• Ability to effectively administer a variety of public health programs and district management activities
• Ability to supervise, mentor and coach staff; effectively manage the daily operations of the health district; maintain effective working relationships; and gain cooperation through discussion and persuasion
• Ability to attend all Board of Health and Executive Committee meetings unless excused by the Executive Committee of the Board of Health in advance
• Ability to communicate effectively keeping the SRHD Board of Health appraised of all significant public health issues occurring in or potentially impacting the SRHD jurisdiction
• Knowledge of sound financial and budgetary policies with respect to the agency; skills to seek appropriate funding to support programs in collaboration with the SRHD Executive Leadership Team
• Strong oral and written presentation skills
• Ability to conduct themselves in a professional and courteous manner when dealing with the Board, the public, community partners and staff
• Knowledge of and ability to maintain the highest standards of ethical behavior; performs other tasks as directed by the Board of Health

Education
Master’s degree involving major study in public health, public administration, business administration or a related field appropriate for the District.

Experience
A minimum of ten years of management experience in public health, or in a mid to large sized professional health agency, including leadership and supervisory responsibility for varied technical, professional and administrative staff. A minimum of 12 years’ management responsibility with demonstrated progressive experience is required.
A combination of experience and education may be considered provided the individual’s background demonstrates the knowledge, skills and abilities required for the position.

Salary Range
Full wage scale for the position is $138,625 to $215,052 plus longevity after 15 years.

Licensure
Position requires valid motor vehicle license or the ability to access multiple sites in a timely manner.

Mental Activities & Requirements
Work is mostly sedentary, involving long hours of sitting/ standing and is performed in an office, in on-site locations and at meeting sites throughout the county and state.

Ability to operate a vehicle or otherwise access multiple sites in a timely manner. Must have superior speaking, visual and listening skills sufficient to interact with staff and the public. Ability to travel as required. May require lifting of equipment and/or materials not weighing more than 20 lbs. Ability to spend long hours working on a computer.
