General Summary: The Assistant Fire Marshal (AFM), under the direction and supervision of the Fire Marshal, assists with the coordination of certain Fire Prevention programs. Such activities include, but are not limited to the inspection of buildings, plan review processes, verifying the testing and inspection of fire systems, etc. The AFM, when assigned, works closely with the Planning, Building, and Public Works departments of the contracted municipal entities, and other agencies. Responds to emergencies upon request at the direction of the Incident Commander. Performance evaluations are conducted by the Fire Marshal in accordance with Agency policy.

 

Essential Job Functions: Responsible for conducting a broad range of fire prevention services to include, but not limited to, code enforcement, plans review, inspections, and planning/coordination functions with city and county departments. Gives technical direction to Fire Inspector.

 

Knowledge, Skills, and Abilities:

 

Knowledge Of:

  • Thorough knowledge of the currently adopted Building and Fire Codes and Standards, state and city laws and ordinances as they relate to building construction and life safety.
  • Advanced knowledge of building construction and design, structural fire protection equipment and devices; technical knowledge of the chemistry and characteristics of building materials, fire inspection techniques and code enforcement, fire and emergency communications systems, recognition of hazardous materials and hazardous conditions.

 

Skills and Ability To:

  • Receive assignments from, and coordinate all activities with the Fire Marshal.
  • Attend meetings as directed.
  • Attend approved continued education and training to meet the needs of the job.
  • Assist the Fire Marshal with informational releases related to fire cause, safe practices, and/or product information.
  • Effectively communicate both orally and in writing.
  • Work effectively with the general public and related agencies.
  • Exercise sound judgment and management decisions related to the currently adopted Fire and Building Codes and Standards.
  • Work with little or no supervision.
  • Maintain confidential relationships with Fire Administration, company officers, and outside agencies and officials in the course of inspections, and  personnel matters.
  • Maintain respect and a professional relationship with internal and external customers.
  • Respond to internal and external customer requests in a timely manner.
  • Operate computer systems, applicable software, and office equipment.
  • Teach and/or impart knowledge to others.
  •  May be designated as the Acting Fire Marshal or have other duties assigned.

Fire Inspections:

  • Maintains records of all commercial, institutional, manufacturing, and similar buildings within the Agency’s service area assigned for inspection and/or plans review.
  • Assists in the training of agency personnel in inspection techniques, pre-incident planning, and such other programs as may be required.
  • Assists coordinating the company level inspection activities and assist company officers with enforcement/compliance issues.
  • Conducts an on-site inspection of Agency facilities as assigned.
  • Plans and completes projects in the area assigned and assist the Administrative staff as directed.

Plan Review:

  • Reviews/checks building plans submitted to the Agency for compliance with local, state, and/or federal regulations of fire and life safety codes and nationally recognized standards.
  • May assist Agency personnel with the design, plans, specifications, and construction management of Agency facilities.

Education and Experience:

  • Must possess a high school diploma or GED.
    • Associate degree or higher in Fire Prevention, Fire Investigation, or Fire Protection Engineer preferred.
  • Must possess the following International Code Council (ICC) Certifications:
    • Fire Inspector I, or equivalent
    • Fire Inspector II, or equivalent
    • Fire Plans Examiner, or equivalent, or able to acquire ICC Fire Plans Examinerwithin 1 year of hire date

Additional International Code Council Certifications Preferred:

  • Commercial Fire Alarm Inspector
  • Commercial Fire Alarm Plans Examiner
  • Commercial Fire Sprinkler Inspector
  • Commercial Fire Sprinkler Plans Examiner
  • Residential Fire Sprinkler Inspector/Plans Examiner
  • Fire Investigator
  • Fire Marshal
  • Maintain a Washington State driver's license and a good driving record as identified in Agency policy.
  • Maintain EVIP certification to drive Agency assigned vehicle(s).
  • Maintain a CPR and Basic First Aid certificate.
  • Experience in fire investigations preferred.
  • Read a computer screen, and various reports, letters, documents, and training materials.
  • Drive personal and Agency vehicles.
  • Communicate, express one’s self, convey, converse, and exchange information.
  • Frequent movement is necessary in an office setting, in meetings, at conferences, etc.
  • Occasionally ascends/descends stairs; occasionally positions self to reach high/low work spaces; occasionally kneels; seldom stoops, crouches, or crawls.
  • Move, transport, and/or position material up to 25 pounds.
  • Frequently works in an indoor office setting; occasionally required to work for prolonged periods without rest during disasters or in inclement weather.
  • Specific vision abilities required include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Successfully pass annual respiratory  mask fit test as applicable.
  • Successfully pass the Agency’s pre-hire background check, medical, drug screen, and psychological testing
