Description

The Parks & Facilities Manager is responsible for duties which include managing the City’s Parks operations, planning and programming, as well as Facility rentals and other contracts. This position provides operational and maintenance support of City parks and facilities, working closely with other City departments whose programs utilize the Public Works Department's resources. While performing administrative and technical tasks, this position also facilitates community engagement. The position requires program, budget, contract, personnel, and project management experience.

Essential Duties and Responsibilities

  1. Manages the review, analysis, planning and development of parks amenities in accordance with City master plans and Capital Improvement Program (CIP); coordinates efforts with other City departments as well as community partners and other agencies;
  2. Leads master planning for individual parks, and works with Public Works for master planning of recreation trails and conservation areas;
  3. Responsible for all phases of the assigned project including: developing budgets, coordinating activities and the work of a project team, directing consultants, monitoring and evaluating progress, and providing direction consistent with administrative objectives. May assist other departments with special projects, and the development of division goals, objectives and priorities for the initiative/project.
  4. Manages assigned contracts for Parks and Facilities with support from Legal Department liaison;
  5. Make presentations to City Council, commissions, and citizen groups, as directed; provide staff support for applicable City committees and advisory boards, often outside regular working hours. Serve as liaison to the Parks, Arbor and Recreation Board.
  6. Writes and administers parks and recreation grants, including arbor, bicycle, and recreation related projects or programs;
  7. Oversees and manages the facility maintenance program utilizing Cartegraph OMS;
  8. Trains and monitors staff regarding procedures of work, safety, supply and equipment requirements, operational policies and priorities of work; assists the Director of Public Works in establishing staff training needs and objectives;
  9. Recruit, supervise, train, monitor, assign tasks, schedule, and evaluate work of parks and facilities personnel;
  10. Works closely with Public Works Operations Manager and Utilities Manager to coordinate activities involving Parks and Utility assets, and ensuring that operational needs of the Public Works Department are met utilizing cross-department staff support;
  11. Oversee the use of parks and City facilities and grounds for public and private events.
  12. Uses appropriate research methods to conduct sensitive, complex, and often high-profile research and analysis projects of issues, programs, policies, and procedures;
  13. Contributes to intergovernmental relations with regional committees;
  14. Conducts presentations to the City Council, City staff, and the public;
  15. Oversees all City facility rentals;
  16. Manages City volunteer program, including Park Hosts/Docents and community service volunteers; coordinates volunteer groups working in Parks;
  17. Manages relevant consultants, i.e. for Parks Master Plan and Park Impact Fee studies;
  18. Coordinates with interest groups and stakeholders for use of community and surrounding area facilities and other resources;
  19. Liaise with Communications Department on marketing of the parks, facilities, arbor, bicycling and recreation related programs;
  20. Develops programs and objectives to meet community needs; works with community, school, local, state, federal, and volunteer organizations in funding, developing and promoting parks and recreation services;
  21. Effectively responds to public inquiries and resolves complaints; and
  22. Other duties as assigned.
