POSITION TITLE: Director of Capital Projects & Port Engineer

DEPARTMENT/LOCATION: Administration

REPORTS TO: Executive Director

POSITION SUMMARY:
The Director of Capital Projects & Port Engineer is a member of the Port’s management team; reports to the Executive Director; collaborates with the Deputy Director and Finance Director; provides leadership, management and supervision in day-to-day Port infrastructure maintenance carried out by the maintenance manager; and assists with strategic planning and implementation of Port Commission policies and directions. The Port Engineer organizes and implements the Port’s engineering activities including project planning, contract administration and conformance with Washington State contract law; permitting and compliance; coordinating Port construction projects; reviewing master plans and capital budget for consistency; working closely with industry and agency stakeholders; completing designated project management and field monitoring tasks. The Port Engineer is also responsible for collaborating with Port lines of business and customers on development plans; facility evaluations, overseeing design and construction of new and modified Port facilities; and communicating effectively with Port customers and tenants, community and industry associations, consultants and advisers, elected officials, the media, Port staff and the public.

ESSENTIAL FUNCTIONS:
Senior Management Leadership
1. Attends Port Commission meetings and works with the Commissioners, management team and staff to develop meeting agendas, plans, objectives and programs to meet present and future Port and customer needs.
2. Implements the Port's management philosophy, mission, vision and values by example. Communicates and works effectively with Commissioners, staff, and community and industry stakeholders.
3. Provides leadership working with local, state and federal officials to educate regarding Port objectives, needs and accomplishments, especially as relates to infrastructure needs and resiliency efforts.

Essential Functions
1. Develops and administers annual repair and maintenance budget and Port’s five-year capital expenditure plan, recommending funds needed for staffing, equipment, materials, supplies, construction and acquisition. Approves expenditures; identifies, recommends, and implements budgetary adjustments.
2. Keeps informed of changes as they occur in laws of Washington State that apply to construction, small works and other contracts and recommends changes in Port procedures and policies.
3. Prepares, submits and coordinates applications for building and other permits with local authorities as necessary.
4. Administers grants associated with contracts, works with Director of Finance & Administration on preparing payment requests, requests any adjustments necessary and tracks payments.
5. Effectively manages workload by developing work plans and schedules and assigning tasks to consultants and other Port staff where appropriate to complete projects in a timely manner that conform with expected quality, safety, and stewardship standards.
6. Keeps informed of changes as they occur in laws of Washington State that apply to prevailing wage requirements and public works contracts. Ensures proper documentation has been received by the Port for payment of costs and release of retainage.
7. Performs Port reporting tasks which includes keeping a computerized database on contract records for both design and construction. Prepares monthly reports and other special reports as necessary. Maintains accurate files on engineering projects, A & E contracts and construction contracts.
8. Performs required reporting for Port Commission meetings. Works with the executive director to provide commission approvals of call for bids, contract award, and contract completion and acceptance of public works projects. Provides commission reporting on projects as required using audio visual aids where needed.
9. Develops collegial relationships with consultants, contractors, and local, state and federal officials. Negotiates critical and controversial issues with the same. Monitors and provides feedback and testimony on proposed legislation, regulations or initiatives that potentially impact the Port's business.
10. Recommends major modification and development of Port structures, and oversees projects including planning, engineering, permitting, contractor selection, public bidding, contracting, construction, reporting and monitoring activities in accordance with established policies, procedures, regulations and Port objectives.
11. Plans and develops bid specifications, reviews designs, provides engineering approvals on plans and other documents as required, obtains and maintains permits, and represents Port with consultants and regulatory agencies.
12. Personally inspects or coordinates with contracted inspectors to ensure that methods and materials used by contractors to construct and repair Port facilities are in conformance with plans, specifications, contract requirements, construction progress, and intended results.
13. Analyzes problems, identifies solutions, and implements recommendations to resolve problems in the office and in the field.
14. Reviews plans and specifications for tenant improvement projects and assists in the supervision of both Port and tenant construction projects to ensure integrity with Port objectives and of the Port with regulatory agencies.
15. Develops and incorporates environmental measures and best practices into the Port's development projects and operations to protect air, water, sediment and soil quality and reduction of environmental impacts.
16. Collaborates with Port staff to ensure proper scheduling of funding, design, permitting and construction of capital projects.
17. Collaborates with Port staff in the planning, reviewing, and updating of policies related to contracting, bidding, and construction standards.

WORK ENVIRONMENT
Work is performed at all Port locations; requires some travel, weekend and evening assignments; and involves driving, lifting, walking, sitting, and public speaking.

MINIMUM JOB QUALIFICATIONS
Minimum education required: bachelor’s degree from an accredited college or university with emphasis in civil engineering or related discipline. Will consider past work experience in lieu of education requirements.

EXPERIENCE AND TRAINING REQUIREMENTS
Required:
• A minimum of ten (10) years’ experience in project engineering as it relates to the design and construction of Port or related large capital projects.
• A valid Washington State Driver’s License
Preferred:
Experience in positions requiring leadership, analytical ability, policy recommendation and implementation, program development and management, budget management, contract administration, public speaking, the administration of environmental law, environmental impact assessment and professional staff supervision.
Strongly Desired:
• Construction experience
• A Professional Engineering License in the State of Washington

NECESSARY SPECIAL REQUIREMENTS:
 Ability to lead and adhere to the Port's mission, vision, and values, and to get people to work as an effective, customer-focused and /or objective-focused team.
 Working knowledge of maritime industry operations (as it relates to marinas and working boat yards) is desirable.
 Willingness to comply with all Port directions and regulations.
 Principles and practices of civil, environmental, and value engineering, principles and practices of construction contract administration, project scheduling and management and budget preparation and administration are required.
 Knowledge of technical engineering design principles, practices, and methods; ability to read and interpret design drawings, site plans, topography and structural drawings and compare with actual construction.
 Must have exceptional leadership skills, demonstrated strategic planning skills and ability to proficiently organize and direct a staff team. Must be a highly organized, decisive and innovative manager with strong communication and interpersonal skills.
 Must demonstrate a collaborative managerial style with excellent problem resolution and judgement skills coupled with unquestionable integrity.
