The hiring process will include a practical exam.

This position provides technical support to the land development function, including implementing and monitoring capital improvement charges, recovery contracts, deferral contracts, annexation covenants,
and utility commitment letters.

The work performed by this class follows established procedures and general directions; incumbents operate independently and apply established guidelines and alternatives to make routine judgments and decisions.


EXAMPLES OF JOB DUTIES:

  1. Implements and monitors deferral contracts, including reviewing applications for completeness, verifying that applicant is the property owner per the property title, ensuring that application documents are in the proper format for legal recording, and tracking contracts to respond to changes in property ownership and future payment.
  2. Implements and monitors utility availability letters, including reviewing them for consistency with city’s utility code, verifying that applicant is the property owner per the property title, ensuring that application documents are in the proper format for legal recording, and tracking them to respond to changes in property ownership, changing conditions, and future payment.
  3. Implements and monitors annexation covenants, including reviewing them for consistency with city’s utility code, verifying that applicant is the property owner per the property title, ensuring that application documents are in the proper format for legal recording, and tracking them to respond to changes in property ownership and changing conditions.
  4. Coordinates preparation of recovery contracts. Implements and monitors recovery contracts, including reviewing applications for completeness, verifying that applicant is the property owner per the property title, ensuring that application documents are in the proper format for legal recording, providing notice to affected property owners, preparing agenda bills for council approval, and tracking contracts to respond to changes in property ownership and future payment.
  5. Calculates a variety of development fees, including capital improvement fees, utility charges and recoveries; prepares fee sheets and work orders for utilities; analyzes and prepares recommendation for method of calculation to allocate costs for recoveries.
  6. Reviews building permits for new construction, redevelopment and tenant improvements. Assesses utility charges owing, prepares a fee estimate, and creates a utility permit in the city’s permit tracking software system. Prints copies of water and sewer utility permits and distributes to Building Department for collection of fees.
  7. Receives, reviews, and responds to questions regarding availability of city utility services. Determines eligibility of property to connect to city utilities, closest location of city utilities, andconditions under which connection to city utilities may be authorized. Prepares written responseincluding eligibility determination, conditions of approval, application procedure, and utility fee estimate.
  8. Receives signed and paid utility permits and associated water and sewer job orders. Makes note of relevant information on utility permits and identifies which departments shall receive this information. Submits original signed and paid utility permits to Public Works Administrative Services for scanning, filing, and distribution of copies to other departments as noted. Distributes water and sewer job orders to appropriate departments.
  9. Receives completed side sewer record drawings. Reviews drawings and confirms data is correctly entered into the associated utility permit in the city’s permit tracking software system. Enters date of final approval or follows up on outstanding conditions of approval.
  10. Prepares a variety of written documents, such as correspondence, memoranda and city council agenda bills.
  11. Prepares, updates and maintains standard operating procedures, forms and templates.
  12. Develops and maintains database to track recovery contracts, deferral contracts, capital improvement charge credits, utility commitment letters, and annexation covenants, and prepares letters to developers, contractors, bonding agencies, and property owners regarding outstanding commitments and the city’s future plans.
  13. Responds to inquiries from developers, contractors, bonding agencies, and property owners regarding connection fees, deferral contracts, utility availability letters, recovery fees, annexation covenants, and other general permitting questions.
  14. Provides addressing needs as directed. Maintains addressing records, provides addresses as needed and coordinates with other divisions as it relates to addressing.
  15. Provides right-of-way permitting support as needed.
  16. Utilizes the City’s current software to track correspondences and associated fees.
  17. Conducts research, reviews legal descriptions and documents relating to final plats or site plans, right of way dedication forms, and easements for the Community Development and Public Works Departments prior to acceptance by the city.
  18. Coordinates with other departments and divisions regarding costs, schedules, field conditions, and other relevant topics as needed.

QUALIFICATIONS:
A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.

Experience:

  • Two years of experience in land development application review or similar topics that meet the general essential duties of the position. 

Education and Training:

  • High school diploma or GED.
  • Associates degree in civil engineering technology, construction management or related field.

Licenses or Certificates:

  • Must possess, or have the ability to possess within one month of hire date, a Washington State Driver’s License.
