Job Type Salary Location Description POSITION SUMMARY: Work is characterized by professional level work in the research, development, implementation and administration of the Human Resources programs and activities. Work is performed independently under general direction from an assigned supervisor. Incumbent may provide work direction to technical or administrative staff, as needed. Incumbent makes decisions relating to policies, procedures and application of such procedures as it applies to City standards on a regular basis. New, unusual or unprecedented policy decisions are referred to upper management for resolution or decisions. Incumbent is responsible for conducting research and providing information, precedence and alternative solutions to upper management. Incumbent is frequently required to perform work in confidence and under pressure for deadlines. Incumbent is frequently involved in sensitive and emotional interpersonal relations requiring skill in gaining trust and confidence from others and remaining calm and composed. ESSENTIAL DUTIES AND RESPONSIBILITIES: 2. Reviews, revises, writes and maintains the City’s job descriptions and classification specifications. 3. Analyzes positions and recommends appropriate job classifications, including but not limited to, new positions, job audits and reclassification requests. Conducts interviews of employees and/or management to review job assignments; prepares classification/reclassification analyses and recommendations; presents data, analysis and recommendations to management. 4. Conducts market total compensation survey, benchmarking and analysis in support of labor negotiations, as requested, or as assigned. 5. Serves as the Human Resources Department’s functional specialist and subject matter expert in the planning, design, testing and implementation of the City’s HRIS; effectively works with the Department’s technology partners, i.e. Information Technology staff, Finance staff, consultants and contracts to test and implement information systems, modules and upgrades, to troubleshoot issues, errors and corrections, and to ensure system operation efficacy and optimization. 6. Documents HRIS information, setup, changes, processes and procedures; develops HRIS-user training material, documentation and presentations; delivers training to individuals and groups of employees as needed; provides assistance and exemplary customer service to HRIS users to assist them to use the system properly and effectively. 7. Maintains HRIS employee information including, but not limited to, new hires, job changes, out of class/acting assignments, terminations, salary step increase, pay adjustments, etc. in an accurate and streamlined manner. Collaborates with Payroll and City staff as needed to make edits, corrections and/or changes to HRIS processes and records when needed. 8. Maintains, updates and publishes the City’s salary schedules for all bargaining units in an accurate and timely manner. 9. Coordinates with the Finance Department to maintain the City’s Position Control inventory system. 10. Performs timely and accurate research and analysis for special projects as assigned; composes summary and/or recommendation reports. 11. Provides staff support to the City’s Salary Commission, which includes conducting salary surveys, researching issues, developing meeting agendas, preparing reports and recommendations, reporting on budgets, monitoring compliance and working with external vendors and/or agencies as needed. PERIPHERAL DUTIES: 2. Creates and maintains content in HR Department external and internal websites. 3. Assists with the development, administration and monitoring of the HR Department budget. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of: Skilled in: Ability to: MINIMUM REQUIREMENTS: Education: Bachelor's degree in Business or Public Administration with emphasis on Human Resources, industrial/organizational psychology or related field; and Experience: Two (2) years of responsible human resources experience at a professional level or four (4) years of progressively responsible human resources experience at a paraprofessional or technical level; Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual’s knowledge, skill and ability to proficiently perform the essential duties and responsibilities listed above. LICENSES AND OTHER REQUIREMENTS: • One year of Classification/Compensation and one year of HRIS is highly preferred MACHINES, TOOLS AND EQUIPMENT USED: Typical office machinery and equipment including, but not limited to, personal computer/laptop and applicable software, telephone, headset, video camera, label maker, scanner, copier, printer, facsimile, etc. PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. WORKING CONDITIONS: Work is performed in a typical office environment in a fast-paced department with frequent interruptions from phone calls, staff, applicants, and inter-office activities; may be exposed to individuals who are upset or irate. May be required to travel to different sites and work late hours to conduct/attend meetings. The noise level in the work environment is usually moderate.
