SALARY RANGE: $5,224 - $6,616/ month 

 

BASIC FUNCTION:

Under the direction of the Surface Water Management (SWM) Manager, administer the day-to-day activities of the SWM Public Education and Outreach program. The mission of the SWM Program is to reduce flooding and to protect and improve water quality within the City. Public awareness and involvement is essential to accomplish this mission and the Public Education and Outreach Coordinator will be responsible for planning, organizing, and implementing behavior based programs and tasking that support to the SWM Mission. The SWM Public Education and Outreach Coordinator will also implement various projects and tasks designed to meet the Public Education and Outreach requirements under the City’s NPDES permit.

REPRESENTATIVE DUTIES:

  • Work with the SWM manager to develop and implement overall public involvement and communications strategies for City programs and projects.
  • Coordinate, schedule, sets up and conduct SWM public involvement, educational, informational programs, meetings, and events.
  • Write and publish communication materials for SWM including newsletters, brochures, special presentations, and other education and outreach materials.
  • Produce professional quality communications products in support of the SWM program and SWM staff.
  • Develop plans for public meetings and presentations and upon occasion act as group facilitator for various meetings.
  • Work with SWM staff as needed to design, publish, distribute and present informational material to the public.
  • Recruit and coordinate citizen and group volunteers and other participants for City education and outreach activities.
  • Plan and implement the ongoing Storming the Sound with Salmon program which is a Federal Way Public School District partnered program.
  • Prepare monthly report of activities and accomplishments and submit an annual work plan in support of the SWM Stormwater Management Program update.
  • Administer and manage Public Education and Outreach consultant contract(s), grant(s), and section budget.
  • Ensure all activities and associated reports required under the Public Education and Outreach portion of the City’s NPDES permit are met on time and within budget. Makes adjustments to the program necessary to meet any changes in requirements under each new cycle of the DOE NPDES permit.
  • Perform related duties as assigned.

  • Actively engage an audience during public meetings, presentations, or workshops.
  • Take personal responsibility for the quality and timeliness of work, and achieves results with little oversight. Meets productivity standards, deadlines and work schedules.
  • Analyze data sets and recognize patterns of behavior or opportunities for program adjustment
  • Build and maintain internal and external customer satisfaction.
  • Think creatively and bring innovative solutions to the challenges of water quality through behavior based change.


EDUCATION AND EXPERIENCE:

Any combination equivalent to: Bachelor's degree in communications, English, journalism, public relations, public information, public education or other discipline in which the course work emphasizes communications, writing, or the dissemination of information; AND, four (4) years of experience in public relations, public information or similar communications work. Education or experience in environmental studies or related discipline AND two years' experience in a related field, which would provide the applicant with the desired knowledge, skills, and abilities required to perform the job, may be substituted for the four (4) years of experience in a communications related field.

Knowledge of surface and stormwater management and permitting a plus.
