GENERAL SUMMARY:

DEFINITION

To provide responsible professional and technical engineering, analysis, and project management in support of the surface water utility including, preparing feasibility studies and technical reports, managing consultant contracts, managing projects and programs, and developing and meeting project/program budgets, establishing and maintaining cooperative relationships with co-workers, departments, outside agencies and citizens, and preparing and/or reviewing design of projects in support of development and/or capital projects.
 
DISTINGUISHING CHARACTERISTICS
This is an advanced journey level classification. Positions at this level are distinguished from the Engineer I - Surface Water by the license/certification achieved the level of responsibility assumed and the complexi­ty of duties assigned. Employees perform the most difficult and responsible types of duties including the most complex projects and coordination. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility and to work independently.
 
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the assigned supervisor or manager.

 

EXAMPLES OF DUTIES:

ESSENTIAL AND MARGINAL FUNCTIONS   Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:

  1. Provide responsible professional engineering for the planning, design, construction and maintenance of surface water projects.
  2. Manage the development, design and construction of multiple and diverse surface water capital projects including basin plans, drainage, flood protection and low impact development projects; manage project scope, schedule and budget.
  3. Provide professional engineering in analyzing drainage problems or concerns including conducting feasibility studies, utilizing hydraulic and hydrologic analysis and making recommendations for solutions.
  4. Coordinate the selection of design consultants and professional service providers; develop and manage consulting agreements, including scope, schedule and budget; coordinate contract changes with the contractor, City staff and external stakeholders; process invoices and monitor contract expenses.
  5. Manage and guide consultant development of surface water project deliverables; communicate with the consultant, providing answers and direction; complete engineering reviews, providing comments and integrating comments from other City reviewers or project stakeholders.
  6. Meet with citizens and neighborhood groups on a variety of projects, manage public involvement, organize and participate in public meetings; communicate project information to the public and City staff as needed.
  7. Oversee basin plans and other documents to identify and define priorities for repair and replacement of surface water infrastructure including developing long term plan for infrastructure replacement and utilization of surface water capital budget.
  8. Develop estimates, forecasts of costs and schedules for projects and programs, including preparing projections related to expenditures, revenues and needs.
  9. Lead and support efforts to secure project funding; submit or provide assistance in submitting applications for grants, loans or bonds; provide supporting documentation.
  10. Oversee and prepare engineering design for surface water projects including engineering calculations, hydraulic or hydrologic modeling including preparation of plans and specifications.
  11. Provide design and management of small projects utilizing natural drainage or low impact development techniques.
  12. Manage the development of project plans, schedules, bid openings, contract awards, construction progress, inspections and project close-out for capital projects; identify problems and recommend solutions throughout the project.
  13. Contribute to the development of the Surface Water Fund Capital Improvement Program.
  14. Perform miscellaneous engineering and project management support and services for various City departments and divisions; serve as a technical expert on surface water design.
  15. Coordinate assigned activities with other divisions, departments and outside agencies and establish and maintain cooperative working relationships with co-workers, other departments, consultants, contractors and citizens.
  16. Provide responsible support and assistance to management personnel.
  17. Attend and participate in professional group meetings and trainings; stay abreast of new trends and innovations in the field of project management.

Marginal Function:

  1. Perform a variety of office and field duties.
  2. Perform related duties and responsibilities as required.

 

QUALIFICATIONS:

Knowledge of:
Fundamentals of surface water engineering including natural drainage design and design standards.
Principals and practices of hydraulic and hydrologic modeling such as Western Washington Hydrology Model (WWHM).
Principals and practices of stream and habitat restoration.
Surface water codes and current regulations including the Department of Ecology Western Washington Stormwater Manual.
Operational characteristics, services and activities of project management including development of schedules and budgets.
Standard construction, maintenance and inspection practices, methods and requirements.
Principals and practices of development of plans, specifications and estimates for capital projects.
Principles and practices of contract administration.
Principles of business letter writing and basic report preparation.
Pertinent Federal, State and local laws, codes and regulations.
 
Ability to:
Perform and prepare engineering calculations and design for surface water projects.
Review engineering plans and specifications.
Utilize field engineering equipment.
Manage multiple projects including budgets and schedules.
Communicate effectively with citizens, neighborhood groups and other interested parties during all phases of project scoping, design and construction.
Work independently or as part of a team.
Write technical documents including reports and studies.
Communicate clearly and concisely both orally and in writing on technical and non-technical issues.
Establish and maintain cooperative, effective working relationships with those contacted in the course of work.
Utilize modeling software  for hydraulic and hydrologic analysis.
Create design plans utilizing applicable computer software.
Interpret and apply Federal, State and local policies, laws and regulations.
 
Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:
Experience:
Five years of increasingly responsible experience in surface water and/or stormwater engineering, such as managing, planning, and/or designing surface water/stormwater  studies and/or projects with at least three years as a project manager.
        
Training:
Equivalent to a bachelor's degree from an accredited college or university with major course work in engineering, planning, architecture, construction management or a related field.
        
License or Certificate:
Registration as a Professional Engineer in the State of Washington (required).
Possession of a valid state-issued Driver's License.
