Description

The Assistant Managing Director supervises 6 Commerce Specialist 3 positions and manages the Western Washington office of the Unit. This position fills in for the Managing Director when the Managing Director is absent and is familiar with all aspects of the program and maintains relationships internally and externally that allow the position to make day to day decisions with a high degree of independence.

Direct Customer Service:  Providing technical assistance to all local governments in Western Washington regarding implementation of the Growth Management Act (GMA).  The position has direct responsibility for assigned jurisdictions and oversight responsibility for all jurisdictions in Western Washington.  Responsibilities include developing and approving written comments provided to local governments; assigning major technical assistance efforts to planners and providing oversight and coordination of direct assistance activities; advising agency management regarding on-going local government land use issues in Western Washington; conducting outreach and developing strong working relationships with local governments and stakeholders in western Washington.

Program Management/Implementation:  Administering, reviewing, and approving all GMA statement of work, financial packages, contracts and budgets related to GMA implementing actions from local governments, working with staff to ensure timely payments of vouchers; managing the GMS grant database, developing guidelines, policies, technical and financial materials/packages to assist local governments' compliance with the GMA including the Review and Evaluation (Buildable Lands) Program. Staffing the Buildable Lands Advisory Committee in developing methodologies and guidance to facilitate compliance with the law. This position serves as a member of the Growth Management Services leadership team, assisting the Managing Director in day to day running of the Western Washington office and supervision of GMS staff. 
 
This position has direct responsibility for projects assigned through the unit biennial work program.  Assigning, reviewing, and approving comments on GMA implementing actions from local governments; coordinating state agency review of GMA documents and managing the review tracking process and PlanView data system; supporting state infrastructure programs by verifying compliance with GMA for grant and loan purposes; providing training and guidance to staff from other agencies on participating effectively in the local planning process; implementing the Governor's State Agency Correspondence Principles. This position has planning and oversight responsibilities for the GMS budget as part of the unit coordination team.  This position has direct responsibility for projects assigned through the unit biennial work program.  This position has direct responsibilities for grants assigned, usually grants to assigned jurisdictions.  This position has oversight responsibilities for both projects and grants assigned to staff under the position's supervision.  Project management responsibilities, including financial management within that project's scope as approved in the Delegation of Signature Authority. 
 
Statewide Policy Development:  Developing statewide policy implementing the GMA through the review and update of agency administrative rules; developing and maintaining guidebooks and other technical assistance documents; maintaining updated information and resources on the unit website; providing training and education courses for local government staff, appointed and elected officials, and citizens.  The position has direct responsibilities for development of a general assistance within the assigned technical specialty and oversight responsibility for general assistance developed by the Commerce Specialist 3 positions. This position assists with outreach directly to stakeholders on all aspects of GMA implementation. This position is the central coordinator for the InterAgency Working Group on Growth Management. This position may represent Commerce in hearings during legislative session in the absence of the Managing Director.
 
Staff Management:  This position manages a staff of six FTE's, this includes knowing the diverse work they carry out, setting appropriate expectations to ensure the diverse work of the group is carried out in a way consistent with the service oriented approach of LGD and Growth Management, holding inclusive staff meetings, managing performance through one-on-one meetings, conducting performance evaluations, providing leadership, overseeing the work of three FTE's, hiring, performance management, assessing workload issues, assignments, staff development, and training.
