Description

The City of Kennewick's Management Services Department is looking for a highly organized, detailed-oriented professional to administer the City's Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) programs. This program is funded & regulated by the Federal Department of Housing and Urban Development (HUD). The successful candidate will be a self-starter who is proficient in interpreting and applying federal regulations, compliance & fiscal monitoring, and communicating effectively with others.

CLASSIFICATION SUMMARY
Under general direction of Management Services Director, administers the Community Development Block Grant (CDBG) program and related programs sponsored and regulated by the Department of Housing and Urban Development (HUD). Incumbent is responsible for program and budget management, interpreting applicable rules and regulations and developing plans and strategies for implementation.  This is a single position classification.  It is not part of a series.

The following list reflects the essential job duties and responsibilities of this classification, but should not be considered all-inclusive.  The incumbent will be expected to perform other related duties as assigned.                                                      

  • Develops and submits for City Council approval, plans, policies and action strategies for the implementation of community development programs to ensure attainment of City goals and objectives and adherence to the intent of the federally sponsored program.
  • Prepares, recommends and monitors program budget and tracks expenditures to ensure compliance with established budgetary guidelines.                                    
  • Prepares grant proposals outlining plans, strategies, goals and objectives.
  • Prepares reports detailing activities, progress and success of program goals and objects and submits to HUD, City Council and other relevant agencies.
  • Determines eligibility of applicants, schedules inspections, prepares contracts and monitors activities to ensure on-going compliance with program rules and policies.
  • Prepares, processes, and approves HOME loan applications and works with loan institution to conduct closings.  Receives and disburses funds according to established guidelines and procedures. Prepares requisitions, requests for billing, and authorizes payments (within budget authority).  Processes contractor and property owner payments, monitors payment calculations, records and maintains loan accounts, and performs related loan servicing activities.
  • Assists the Consortium in preparation and updates to the Consolidated Plan and Annual Action Plan.
  • Communicates with a variety of City personnel, departments, and outside organizations regarding coordination of programs and activities, resolution of issues or concerns, housing and program development requirements, grant administration, and to exchange information.
  • Performs housing inspections as necessary for program compliance.
  • Serves as the staff liaison to the Block Grant Advisory Committee.
  • Assists and advises local non-profit organizations regarding eligible City funds for low income and special needs populations.
  • Performs other related duties as assigned.

This position requires an Associate's degree and three or more years of experience in public housing service programs, community development or grant management, or any combination of relevant education and experience sufficient to demonstrate the knowledge, skills and abilities to perform the duties listed above.  

  • Must pass a criminal background investigation.
  • Must maintain a level of mental and physical fitness required to perform the essential functions of this classification.

To perform the essential functions of the classification, incumbents must be able to demonstrate the following knowledge, skills and abilities:  

Knowledge of:

  • CDBG and HOME regulations.
  • Housing financing and development.
  • Grant writing methods and techniques.
  • Record-keeping principles, procedures and techniques.
  • Intermediate proficiency in Microsoft Word, Excel, and Outlook.
  • Correct English usage, grammar, spelling, punctuation, and vocabulary.

  Skills and Ability to:

  • Organizational skills to effectively manage multiple priorities and competing deadlines.
  • Ability to function as an independent self-starter with little supervision.
  • Interpersonal skills using tact, patience, and courtesy.
  • Exercise sound judgment and thorough knowledge of federal and state regulations and city policies/procedures related to program administration.
  • Analyze documents by reading, reviewing, and interpreting information; evaluate options and make conclusions and decisions.
  • Maintain confidentiality of sensitive materials and information.
  • Build and maintain cooperative and effective working relationships with a variety of internal and external customers and contacts.
  • Meet schedules, deadlines, and legal time lines.
  • Remain flexible to changing priorities, multi-task, and work independently.
  • Work calmly under pressure to meet deadlines and cope with interruptions.
  • Develop organizational systems for management of paper and electronic records.
  • Demonstrated written and verbal communication skills, advanced office management and organizational skills, and ability to work with a high level of accuracy and attention to detail.
  • Must maintain regular attendance and punctuality.
