GENERAL FUNCTIONS

The Technology Services Director position performs complex professional, administrative and technical duties in creating, maintaining, and evaluating information system requirements for a variety of City services and functions. This position plans, organizes, directs, articulates, strategizes, analyzes, and evaluates the City’s overall technology system operating and capital programs. This position is a resource to the City Manager and other City departments on specific technology related issues and proactively plans for improvements utilizing innovative solutions to addressing the needs for a citywide technology framework and infrastructure. This role will change the way the City and staff interact with technology.

SUPERVISION RESPONSIBILITIES

Works under the general supervision and direction of the City Manager. The position requires a high degree of independent judgment, initiative, and discretion.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Manages Technology Department, defining long-range plans, vision, goals, objectives and work plans to constitute an effective, productive and cohesive team.Supervises staff, determines workloads, schedules and priorities. Recommends new hires and terminations, conducts performance evaluations and disciplinary actions, interprets and implements departmental policies and procedures.Ensures quality of customer service for internal and external customers. Selects methods and resources to achieve results and solve internal/external customer problems.

Prepares and administers Technology Department budget, including determining necessary resources for operation and maintenance, charge-back fees for services, capital reserve requirements, and monitoring funding commitments to meet department and City needs. Develops and administers the Technology Capital Improvement budget.Attends City Council meetings to make presentations on Department initiatives or concerns, making professional recommendations and advice on complex policy or operating issues. Supervises staff who may be responsible for individual presentations of like nature. Represents the Department with the press, community groups and outside agencies.Coordinates, implements, and enforces policies, procedures, guide lines, and standards for central information technology and telecommunication systems and services.In coordination with other City departments, plans and implements the replacement or purchase of new information technology and telecommunication systems, including designing, implementing, and updating the strategic technology plans. Advises departments on effective implementation of information technology tools to assist them in meeting their objectives and strategies.Negotiates and administers contracts such as maintenance agreements and consultant contracts for central systems, including preparing bid packages, making vendor comparisons, and making recommendations on appropriate vendors to use. Hires consultants to perform professional services for the City in computer and software services.Coordinates the City’s information technology and telecommunication services, including day-to-day operations, technical assistance, security data administration, and ensuring users are trained on central systems.Serves as the City’s technical advisor, including assisting departments with needs and making recommendations to the City Council.Performs other duties as required.

KNOWLEDGE SKILLS AND ABILITIES

Knowledge of technology applications pertinent to operation and business management systems requirements, including information technology and telecommunication systems.Ability to attract, retain, supervise and motivate a competent and professional staff.Knowledge of principles and practices of governmental budgeting, accounting, purchasing procedures & practices, contract management and operations management techniques.Knowledge of strategic planning and policy development theories and principles. Skill in developing and implementing policies and procedures.Skill in applying project management techniques, with ability to effectively manage multiple priorities and competing deadlines.Skill in developing and implementing technology plans, and evaluating and problem- solving full-service information technology, networks and telecommunication systems.Advanced presentation skills for Council, public meetings and community groups.Skill in negotiating and administering contracts.

Advanced analytical, customer service/public relations and communication skills to comprehend, interpret and explain rules, legal requirements and policies to a diverse audience and advocate for the interests of the City and the Department in a variety of forums. Effective use of interpersonal skills in a tactful, patient and courteous manner.

MINIMUM QUALIFICATIONS

Bachelor's degree in Information Systems, or a related field and eight years of professional level experience in Information Technology, Public Administration, or a closely related field. Minimum 5 years managerial experience preferred at the Senior Management level or higher. A master's degree is preferred, and public-sector experience is highly desirable. Any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities listed.Must demonstrate high-level of personal integrity and ethics.

LICENSING AND CERTIFICATIONS

Valid Washington State Driver's License with driving record free from serious or frequent violations.

EQUIPMENT USED

Personal computer, including word processing software (Microsoft Word), Photoshop, InDesign, Premiere, Excel, Outlook, copier, fax, multi-line phone system, calculator, video camera, and still camera.

The conditions encountered will vary depending on the sensitivity and complexity of the information to be disseminated, the format used for dissemination, and the target audience.

WORKING CONDITIONS

Duties are performed both individually and as part of a work team. Attendance at night meetings and at weekend events may be required, and meeting project deadlines may require working more than forty hours per week. This is a FLSA-exempt position, not eligible for overtime compensation. The position serves at-will.
