We have an exciting opportunity for you to utilize your knowledge and abilities to support the delivery of the Pavement Management Program as the Pavement Project Manager for the Transportation Department. This key management position in the Construction Division is responsible for leading and managing the planning, design and construction phases of the Pavement Management Program, manages the Bridge Maintenance Program and manages and facilitates improvements under the Americans with Disabilities Act. This position is an integral member of the Capital Program Services business Unit, working collaboratively to ensure our infrastructure is built and maintained with quality and efficiency.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Manages the Pavement Management Program as it applies to roadway, pedestrian facilities and bridge structures within the right of way; allocates program budgets and monitors project costs; reviews bids and selects contractors; provides technical analysis of data to create long range maintenance plans; makes operations decisions within established policies and standards; implements changes to pavement/overlay system
Performs engineering design and data analysis as it relates to overlay program, bridge maintenance and ADA construction projects; oversees the work of project teams and consultants, schedules and reviews work for conformance to regulations, standards and project objectives; makes decisions regarding design changes and approves project documentation, payments and change orders
Coordinates and participates in regional discussions regarding pavement management; consistently interprets and applies standards, guidelines, and policies to Pavement Management Program decision-making.
Leads consultants and staff in making decisions and implementing pavement restoration policies; reviews engineering analysis to identify areas of concern; directs responses;
Manages and facilitates the implementation of the ADA improvements as they relate to roadway maintenance activities; leads Transportation ADA Program team in development of policies and best practice documents to ensure the proper installation of ADA facilities within City right of way, provides guidance and facilitates interpretations of federal regulations;
Manages the Bridge Maintenance Program to assure conformance to local, state and federal rules and regulations; manages program budget and implementation of maintenance as needed
Provides technical expertise and leadership; analyzes and reviews highly complex and/or controversial project proposals to ensure compliance with transportation codes, regulations and laws.
Advises and confers with engineering staff and developers on acceptable design alternatives and solutions; negotiates with developer's representatives for plan design changes.
Develops mitigating measures to impose as conditions in projects with unprecedented impacts.
