Description

Job Title: Communications & Marketing Specialist
Department: Administration
Reports To: City Manager
Salary Range: $44,000 to $55,000

Overview of the Position: The Communications & Marketing Specialist works under the direction of the City Manager or designee. This position is responsible for developing, implementing, and managing all aspects of the City's internal and external communications, marketing, and public relations programs, policies, and protocols. The Communications & Marketing Specialist serves as a liaison to the community, media, citizen groups, as well as state and local agencies; coordinates special projects and events; compiles statistical data; and serves as a key information advisor to departments and executive leadership.

ESSENTIAL DUTIES:
Develop and implement a strategic communication plan, related polices, and practices to facilitate effective internal and external communications utilizing a variety of delivery methods to reach targeted audiences. Participate in the development and implementation of City policies, programs, and procedures relative to communications and media releases.

Develop and implement an effective marketing and branding program designed to promote and foster a sense of community pride, as well as attract new businesses, residents, investments, events, tourism, and employees.

Develop and implement an effective public relations plan to promote a collaborative, cohesive, and thriving community with integrated diversity of thought, voice, action, and access.

Design, create, edit, publish, and distribute correspondence, reports, news briefings, news releases, City brochures, surveys, newsletters, audio/visual, publications, and other relevant communication and marketing materials. Collaboratively work with appropriate departments and stakeholders to facilitate effective design, messaging, and delivery method.

Implement, maintain, and regularly update the City's website and social media platforms, such as Facebook, Twitter, You Tube, Vimeo, Flickr, video, and other emerging communication technologies. Monitor citizen comments on City social media platforms to ensure appropriateness.

Serve as a liaison, and/or represent the City Manager, with the community, media, citizen groups, boards, and state and local agencies. Participate on intergovernmental and/or citizen advisory committees.

Participate on City committees, study groups, task forces, and attend meetings as assigned. Provide reports, materials, and/or information as appropriate.

Serve as key advisor to departments and executive leadership on matters relating to communication, marketing, and public relations. Provide media and communication training to City management and key staff. Attendance at all City Council meetings, Committee and Boards may be required.

Assist with coordinating, promoting, attending, and communicating on City events and activities. Collaboration with various departments, businesses, and community groups and/or organizations required.

Research, compile, analyze, and report relevant statistical data to assist with communication and marketing activities. Conduct surveys and studies to gather real-time data in support of communication initiatives, programs, policies, and procedures. Provide information to other agencies and jurisdictions as appropriate.

Other duties as assigned.

EDUCATION/VOCATIONAL PREPARATION:  Any combination of experience and skills equivalent to:  bachelor's degree in communications, public relations, journalism, marketing or related field in addition to having two years of increasingly responsible media relations, public relations, and/or community relations experience and one year of progressive social media experience that demonstrates the ability to perform the duties of the position at an acceptable high level of performance. Must be proficient in the use of computer application software such as Adobe Acrobat, PhotoShop, Quark, InDesign, and InCopy for web design or media publications.
 
Valid Washington driver's license by date of hire.
