Description

Under the direction of the City Attorney, the Senior Labor Relations Manager provides strategic labor policy direction; leads and participates in complex City-wide labor negotiations and contract administration; establishes and manages division policies and programs; advises management on labor-related matters, collective bargaining agreement interpretation, labor relations strategy development, and related policies and processes.

This classification manages labor relations policy at the City-wide level, requiring discretionary and strategic judgment; provides advice and consultation to City management; develops and maintains a business partner relationship with executive management and with labor union leadership. Supervises and provides leadership to division staff. Office environment may include evening hours.

Approximately 75% of the City's 3,600 employees are in 29 bargaining units represented by 12 different labor unions.

DESIRABLE QUALIFICATIONS

Education and Training to include an equivalent combination to:

  • Graduation from an accredited four-year college or university with a Bachelor's Degree in labor relations, law, public administration, human resource management, or a related field and
  • Six years of increasingly responsible experience in advising managers, supervisors, and staff in labor relations, negotiations, and interpreting federal, state and local laws as related to public employment and labor relations, with an emphasis on contract negotiations and implementation.
    OR  
  • Ten or more years of increasingly responsible experience as a management or senior administrative lead in labor contract negotiations and employee/labor relations.

The successful candidate will be able to demonstrate competencies and significant accomplishments from prior work experience. Experience in a government environment preferred.
