About Community Transit Community Transit is a special purpose municipal corporation providing public transportation services since 1976. The agency’s boundaries encompass a land area slightly in excess of 1,300 square miles including most of urbanized Snohomish County, except for the city of Everett. Community Transit serves more than 576,000 residents, about 73 percent of Snohomish County’s population. Although the city of Everett is not part of Community Transit’s service area and taxing authority, Community Transit provides Swift Blue Line bus rapid transit service to Everett Station and helps connect Everett residents to regional destinations. Major change is on the horizon for the Puget Sound regional transit system, and Community Transit is embracing those changes as opportunities to innovate and provide even better mobility choices for riders. It has several initiatives under way to manage change, including maintenance and administration facilities expansion to accommodate 30% growth over the next 20 years, BRT network build-out, a new, zero-emission fleet study, and service innovation programs, to meet the needs and changing expectations of customers. The extension of Sound Transit’s Link light rail is under construction and arriving in the service Community Transit is governed by a Board of Directors consisting of nine voting members and one non-voting member. Voting board members are elected officials who are chosen by delegates from their respective jurisdictions and serve a two-year term. Two labor unions represent some of Community Transit’s employees. The Amalgamated Transit Union Local 1576 represents coach operators; coach operator instructors; dispatchers; customer information specialists; facilities maintenance staff; and service ambassadors. The International Association About the Position The position supports Community Transit through sound, strategic financial planning and management; effective contracting and procurement; accurate, independent capital project control services; transparent, responsive audit support; and sound budget development and administration. The primary objectives of the Department are to provide stewardship of the public resources entrusted to the agency, ensure resources are available to provide essential services to customers, provide proper capital project financial and change controls and support employees. This position is a key advisor and thought partner to the Chief Executive Officer (CEO) with respect to financial planning and management and a member of the Executive Leadership Team. As the primary financial advisor to the CEO and external stakeholders regarding all Community Transit financial resources, the CFO is directly responsible for the agency’s operating and capital budgeting, financial services, contracting, procurement, parts, agency administrative functions and asset management. The position is accountable for: compliance with federal and statewide financial regulations, fulfillment of federal and statewide financial reporting requirements, and performing enterprise-wide budget and financial service activities for the department. In addition, the position oversees agency reporting on financial matters, agency metrics and key performance indicators. Developing and maintaining the agency’s long term financial plan to align with and support the agency’s long range service commitments, capital programs and staffing needs and ensure financial viability and integrity in support of the agency’s mission, vision and values is a key competency. The position develops, interprets, and implements agency fiscal policies, procedures and processes to include guidelines on budget development, revenue allocations, FTE allocations, contracting, procurement, and long-range strategic planning for financial matters. This position also provides oversight to ensure compliance with federal and state funding requirements. The CFO implements centralized, enterprise-wide financial solutions to include operational processes, procedures, and internal controls. The position manages and directs the work of 39 staff. Desirable Qualifications Significant prior experience interpreting and implementing policies and procedures, managing large budgets and ensuring compliance with applicable laws and regulations. Experience in delivering large capital projects with knowledge of the Federal Transportation Agency and Department of Transportation procurement methodology is a plus.
