THE COMMUNITY
With a population just over 20,000, Port Angeles is a modern community with a rich and diverse history. Abundant in cultural events, including festivals, art, music, outdoor recreation, and sporting events, Port Angeles is also fortunate to be enhanced by a thriving and active Native American culture. Education options in the area are fantastic, with public schools consistently ranking very high. Port Angeles is the home of Peninsula College, which offers both two and four-year degrees.

Port Angeles and the surrounding region offer incomparable recreation opportunities for year-round activities. Close by are hot springs, numerous rivers, beaches, and parks, the Olympic National Park, and the Olympic Discovery Trail, which is one of the longest trail systems in the U.S.
Port Angeles is a tourist destination and international gateway via ferry to Victoria, British Columbia, Canada. Port Angeles enjoys a mild, coastal climate with daytime temperatures ranging from 40°F in the winter to 70° in the summer. Average rainfall is less than 25 inches per year.

The community is a dynamic urban center surrounded by exceptional rural and environmental amenities. Downtown Port Angeles is undergoing a renaissance with numerous new developments and investments, including a brand new, state-of-the-art performing arts hall and conference center. A large-scale Downtown planning effort is currently underway known as Elevate Port Angeles.

THE PORT ANGELES FIRE DEPARTMENT
The Port Angeles Fire Department is a primarily career-staffed combination department that operates out of single, centrally located station. The department is staffed with 31 FTE’s, with an annual budget of approximately $5 million. Full shift staffing consists of a Captain, Lieutenant and six additional personnel, either firefighter/paramedics or firefighter/EMT’s. This is an exceptionally busy department, averaging over 15 calls for service daily, and responding to over 5600 calls in 2021. The department covers an area of 10 square miles and serves a diverse mix of residential, commercial and industrial occupancies, including an airport, a large paper mill and an extensive marine industrial complex. Large scale incidents are augmented by volunteer and mutual aid resources.

Divisions within the Port Angeles Fire Department fulfill and support these responsibilities:

  • Fire Suppression Division: The Fire Suppression Division responds to all emergency calls to protect life and property from fires and other incidents. Personnel from this division are involved in extensive training and also assist with fire and life safety inspections for local businesses.
  • Fire Prevention / Education Division: The Fire Prevention / Education Division works to prevent and reduce the impact of the variety of emergencies to which Fire Department personnel potentially respond by conducting inspections and providing fire and life safety education to the public. In addition, the Fire Prevention Division works with developers and contractors to maximize life safety through the building design and construction process.
  • Medic 1 Division: The Medic 1 Division provides both ALS and BLS transport services. Medic 1 personnel respond to all fire calls and special operations incidents. The Medic 1 Division provides CPR and first aid classes. The Medic 1 Division also encompasses a highly effective, innovative Community Paramedicine program that operates with a staff of three paramedics.
  • Training Division: The Training Division provides fire department personnel with the training necessary to competently and safely respond to a broad range of emergencies. The Training Division is responsible for vehicle and facility maintenance and the volunteer firefighter program

THE POSITION
Under administrative direction of the City Manager, the successful candidate will manage, direct and supervise the activities of the Fire Department, including fire prevention, fire suppression, emergency management, emergency medical services, hazardous materials, training, public relations, budgeting, planning, personnel actions and other administrative programs.

The Fire Chief is part of an administrative team that includes an Assistant Chief/Fire Marshal and an Assistant Chief of Operations/EMS.


THE IDEAL CANDIDATE
The next Fire Chief for the Port Angeles Fire Department should have operational experience in fire prevention and suppression , emergency medical services and emergency management, as well as technical experience in all facets of emergency services administration.

The next Chief must be able to foster and maintain good relationships and partnerships within the department and the community. As a part of the City leadership team, the Fire Chief must demonstrate the ability to work collaboratively with other department directors. The Chief needs to be approachable and able to provide guidance at all staffing levels in the department. The Fire Chief should demonstrate appreciation, compassion, affirmation and show value for staff. Good communication skills, written and verbal, are needed to guide and manage the department successfully.

Above all, the Fire Chief must always lead by example, demonstrating the highest levels of honor, integrity and honesty.


QUALIFICATIONS

Education: Graduation from college with a bachelor’s degree. A Masters’ degree is preferred.

Experience: At least five years of experience as a chief officer in a career or combination department with command level experience in supervision, management, fire prevention, fire suppression, and emergency medical service programs.

Other necessary requirements: Possession of a valid Washington State driver's license at the time of appointment or the ability to obtain one within thirty (30) days, and a driving record acceptable to the City's Human Resource Manager.


PHYSICAL LIMITATIONS
Requires the ability to respond to active emergency scenes and participate in command level activities. The job involves physical exertion and endurance.

As a condition of employment, the Port Angeles Fire Chief must be a non-smoker at the time of hire and thereafter, on or off the job.


COMPENSATION & BENEFITS
Annual Salary Range: $119,901 - $143,318
