The City of Kent is seeking applications for the position of Enterprise GIS Analyst III (EGIS Analyst III). The ideal candidate will be proficient in a variety of technical duties related to GIS applications, infrastructure mapping, query, data transfer, map creation and input of data into the GIS. A bachelor's degree in geography, computer science, planning, engineering, or a related field and at least five (5) years of increasingly responsible GIS work are required. SALARY: $$7,075.00- $8,633.00 per month; depending on experience GENERAL PURPOSE: Under the direction of the EGIS Manager, or designee, perform advanced technical work in the use of Geographic Information System (GIS) software and workstations. The work involves GIS database design, end-user support, application development, user interface development, and integration between GIS and other application software. The incumbent is responsible for performing a variety of technical duties related to GIS applications, infrastructure mapping, query, data transfer, map creation and input of data into the GIS. The distinguishing characteristic of this classification include its mid-level of experience, responsibility, and involvement in all phases of the GIS software for the IT Department. Work is performed under the supervision of both the EGIS Manger and will set the overall objectives and resources available. The employee and supervisor work together to develop the deadlines, projects, and work to be completed. The employee is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms on own initiative in terms of established objectives. The employee keeps the supervisor informed of progress, potentially controversial matters, or far-reaching implications. Work is reviewed only in terms of feasibility, compatibility with other work, or effectiveness of results. ESSENTIAL DUTIES AND RESPONSIBILITIES: Automates GIS tasks using GIS programming languages. Utilizes GIS concepts, geoprocessing functions and techniques, and spatial database management. Analyzes City business processes and makes recommendations on how to more effectively use technology to improve efficiency and customer service. Defines, develops, and maintains all SDE mapping layers, spatial databases, GIS-based applications, and associated standards. Create and maintain technical and user documentation for GIS processes and applications. Work with higher GIS staff to help develop geographic information system enterprise framework to meet broad range of city demands. Help higher GIS staff to develop geoprocessing and GIS web services, web editing/mapping applications to ArcGIS Server and the skill to publish map services to support web and mobile mapping apps. Authenticate attribute data through consistent quality-control checks performing frequencies, statistics, and summaries. Keep EGIS team updated on workload and address any setbacks. Provide guidance, instruction, and interpretation to City employees concerning GIS software applications and data. Present GIS Projects, Workflows and Data to internal and external audiences. Actively support the vision, mission, values, and goals of the department and the City. PERIPHERAL DUTIES AND RESPONSIBILITIES: Perform related duties as assigned. SUCCESSFUL INCUMBENTS FOR THIS POSITION WILL: HAVE THE KNOWLEDGE OF: Existing and emerging GIS software included in current City software standards of ESRI ArcGIS Geographic Information Systems, specifically ArcPro and ArcGIS 10.X or above Window operating system, MS Office, and Adobe GIS principles and practices and proficiencies in computer applications as related to GIS applications BE SKILLED IN: Geographic Information Systems Using current GIS and operating system programming languages Utilizing Python to develop queries within the GIS applications Showing initiative in performing job functions Working courteously and effectively with public officials, city residents, and other city employees, both in person and virtually. Resolving technical problems and complete projects in a timely manner Working in a team environment to help solve complex problems HAVE THE ABILITY TO: Assist in the design, development, and maintenance of the City’s GIS database Under limited supervision, coordinate specialized GIS projects. Read, review, and understand aerial photographs, assessor’s maps, and engineering plans Operate computer hardware peripherals, such as plotters, operating systems, and associated software packages that form the City’s GIS Show initiative in performing job functions Schedule and prioritize workflow to complete tasks and meet deadlines Work effectively on several projects concurrently and complete work with many interruptions Meet with customers to define data needs, project requirements, and required deliverables. Prepare and maintain clear and accurate routine reports, correspondence, and procedures Read, understand, apply, and explain documents such as policy manuals, technical computer manuals and procedures, and business periodicals, applicable laws, codes, regulations, and legal descriptions Prepare and maintain clear and accurate routine reports, correspondence, and procedures Read, understand, apply, and explain documents such as policy manuals, technical computer manuals and procedures, and business periodicals, applicable laws, codes, regulations, and legal descriptions Communicate complex technical ideas in lay-person’s terms to assist the public and City employees Communicate effectively, orally and in writing using correct English grammar, spelling, punctuation, and vocabulary as it pertains to the job Maintain confidential and sensitive information SKILLS FOR THE POSITION MAY BE GAINED THROUGH EDUCATION, CERTIFICATION, RELEVANT JOB EXPERIENCE or a COMBINATION, SUCH AS: Education: Bachelor’s Degree from an accredited college or university in Geography, Computer Science, Planning, Engineering, or related field. Experience: Minimum of five (5) years of increasingly responsible GIS experience. LICENSES AND OTHER INFORMATION: Valid Washington State Driver's License, or the ability to obtain within thirty (30) days of employment Must successfully pass the City's pre-employment driver's records check; successfully complete the City's Defensive Driving Course; and maintain an excellent driving record Python coding desirable MACHINES, TOOLS AND EQUIPMENT USED: Standard and specialized hand and power machines, tools, and equipment used in Geographic Information Systems (GIS) including, but not limited to, GIS software, workstations, and plotters. The incumbent may also use typical business office machinery and equipment including, but not limited to, personal computer and related software such as word processing and spreadsheet programs, printing and lettering machines, telephone, fax and copy machines, calculator, paper trimmer, squares, and engineer scale. In addition, the incumbent may be required to operate a City vehicle to conduct occasional fieldwork. While performing the duties of this job, the employee may occasionally be exposed to outdoor weather conditions. The employee is occasionally exposed to fumes or vehicle traffic. The noise level in the work environment is usually moderate in the office and loud in the field. |
