Description


This position performs professional work to support and coordinate the Homeless Navigation Program. Duties and responsibilities include, but are not limited to, assisting individuals with mental health, substance abuse, homelessness, and other social services needs, which requires considerable public contact, in the field outside of a traditional office environment, to assist the target population with obtaining resources as needed. Work is conducted in accordance with federal, state, and local statutes, professional, administrative, and legal standards, and general policies as established by the Mayor, City Council, and Outreach Program Administrator.

Primary Duties

  • Assists in maintaining, promoting, and evaluating the Homeless Navigation Program consistent with City goals, objectives, and policies and applicable federal, state, and City ordinances, regulations, and/or laws.
  • Assists in evaluating and drafting existing and new policies to improve program effectiveness and efficiencies; researches issues and reviews existing and proposed policies or legislation for impact on programs.
  • Identifies potential resources and partnerships that contribute to the program; provides outreach, education, and support to individuals in need; makes referrals to appropriate service providers.
  • Works collaboratively with internal and external resources to establish relationships that build and maintain trust and further compliance with program requirements; cultivates business relationships to increase the education, communication, and understanding of the program and increase voluntary participation.
  • Acts as a liaison between individuals, caregivers, and service providers; follows-up with identified individuals and/or emergency medical contacts and social providers; consults with other agency professionals on difficult cases.
  • Works with other areas of the City to create efficiencies in operations across the organization; facilitates public outreach and solicits program feedback to enhance program engagement and compliance.
  • Assists in maintaining and analyzing program data and files; conducts program research and analyses; prepares recommendations and reports for improving existing and developing new programs; reviews statistical data and identifies future trends; collects and prepares data for status reports and outcome summaries.
  • May provide information to courts and attorneys; may attend and testify at court hearings and other legal proceedings.
  • Assists with special projects, programs, and/or events in various capacities, as needed.
  • Effectively uses strong interpersonal and communication skills in a tactful, patient, and respectful manner, both orally and in writing, with other City employees, the Mayor, Council, and citizens from various socioeconomic levels; effectively uses standard office practices, processes, procedures, and business etiquette.
  • Properly uses English grammar, formatting, spelling, and punctuation.
  • May work with considerable autonomy and performs a variety of independent research and analysis to develop conclusions and recommendations for assigned programs.
  • Provides information and assistance to the public and refers to other appropriate governmental agencies.
  • May assist in preparing oral and written presentations and may attend a variety of hearings, meetings, conferences, and other gatherings as requested.
  • Exercises sound and ethical judgment in the decision-making processes required of the position.
  • Regular, reliable, and punctual attendance.
  • Due to internal and external customer service needs, the incumbent must be able to work a full-time schedule, onsite (appropriate City worksites).
  • Works effectively under pressure and with frequent interruptions.
  • Completes work and projects in a thorough and timely manner.
  • Understands and follows directions from the Mayor, posted work rules, and procedures.
  • Shows initiative in performing job functions.
  • Performs related duties as required.

Required Qualifications:

  • Bachelor’s Degree in Social Work, Psychology, Criminal Justice, or related field;

AND

  • Two (2) years of applicable experience OR a combination of education, experience, and training that indicates the ability to successfully complete the essential elements of the job listed above.

Required Licenses:
Possesses and retains valid state drivers license without impending risk of loss at time of appointment.
Valid First Aid & CPR certifications (must be obtained within 6 months of hire)

Highly Desirable Qualifications:
Experience working in a municipal setting.
Bilingual and/or multilingual speaking highly desirable.

While performing the duties of this job, the incumbent is regularly required to sit, talk, and hear; frequently required to work and use hands to finger, feel, or handle writing utensils, computers, and office supplies; occasionally required to stand and reach with hands and arms; and occasionally required to lift and/or move up to 50 pounds. The employee may be required to stand or sit for extended periods of time. The employee is frequently required to sit, stand, walk, hear, and talk; occasionally required to climb, balance, stoop, kneel, crouch, bend, and/or crawl. Specific vision abilities required by this job include close, distance, color, and peripheral vision; depth perception; and the ability to adjust focus. The position requires mental acuity to ensure thorough mental analysis of situations in a fast-paced environment. The employee is required to maintain confidentiality of information within the department. Because of the nature of work, the employee may be required to deal with irate, disgruntled, and sometimes hostile individuals requiring the use of conflict management skills. The employee is frequently required to perform work in confidence and under pressure for deadlines, and is required to maintain professional composure, tact, patience, and courtesy always.
