City Manager job in Estacada

The City of Estacada, Oregon (population 5,014) is recruiting its next City Manager. This position provides a unique opportunity for an experienced manager to help this rapidly growing community maintain its strong sense of community while addressing the impacts of growth. Located along the Clackamas River on the western edge of the Mount Hood National Forest in Clackamas County, Estacada offers convenient connection to the larger urban amenities of metropolitan Portland while living in a beautiful natural environment.

The City Manager is the administrative head of the City and serves at the pleasure of the City Council, supervising 21 full-time equivalent employees and an annual budget of approximately $23.8 million. Compensation is $106,870 to $130,274 (DOQ), plus excellent benefits.

The City seeks a City Manager with strong leadership, management, and communication abilities, to effectively engage multiple City audiences and provide high quality support to the Council as the policy making body. Demonstrated skills in human resources, public finance, infrastructure management and planning, economic development, and smart growth are desired. A candidate should be able and prepared to implement major public infrastructure projects, particularly related to water and wastewater, as well as to conduct planning and contract negotiations to provide effective emergency services. The ability to foster effective intergovernmental relations and an expressed commitment to Diversity, Equity, and Inclusion (DEI) is important. The City seeks a candidate who understands and appreciates Estacada’s unique community and character.

A Bachelor’s degree in Public Administration, Planning, Political Science, or related field, and at least three years of upper-level government management experience are required. An advanced degree in Public Administration or related field, and/or five years of increasingly responsible public sector experience is preferable. Experience and training in human resources, public finance, and public infrastructure management is highly desired.
