Hiring Salary Range: $79,220 - $103,990
Manage the day to day functions of the Risk, Safety and Emergency Preparedness/Response Program. This includes, but is not limited to, planning, organizing and directing a comprehensive self-insured risk management and loss control program designed to protect the Park District against all financial, physical, and occupational exposures and risks, including general liability, worker's compensation, property damages, and other risks.
Under the direction of the Human Resource Operations Manager, manage, plan, develop and implement the District's comprehensive risk management, visitor and occupational safety and emergency preparedness programs in accordance with federal, state and county laws and ordinances. Serve as the in-house expert on COVID-related safety protocols, and regularly advise District directors, managers and supervisors on how to respond to possible cases, presumptive positive cases, and confirmed cases. Duties are varied and require independence in actions and judgment in achieving desired results and meeting program objectives. This position will develop and implement the District-wide risk management, safety and emergency preparedness policies and practices; assists departments in developing and implementing department-specific programs, emergency response and continuity of operations plans; conducts or coordinates training in risk management, safety and emergency preparedness principles and practices; conducts safety inspections and investigates accidents/incidents and performs other related duties as necessary, including potential health and safety hazards and other dangers associated with COVID-19. Serves as a technical advisor on matters of policy and practice relating to property, casualty, liability, and worker's compensation insurance coverage, coordination and payment of claims, accident prevention and safety programs, and impacts of compliance.

Essential Duties Assists staff in identifying and applying "best/promising" practices to improve safety and mitigate risks, reduce workers' compensation claims and costs, and recommend loss control strategies. Investigates employee accidents and visitor incidents and coordinates claims for damages with the Washington Cities Insurance Authority (WCIA); prepares written analysis, maintains comprehensive records, files, and reports. Assist Park District insurance representatives and defense counsel in preparation of materials in defense of claims for damages. Facilitate the development, implementation, training and evolution of a District-wide "Exposure and Mitigation Plan" as required by the Governor's Stay Home, Stay Healthy Proclamations. Assist in managing the District's liability program, including determining defense or settlement strategies in consultation with the Washington Cities Insurance Authority and MPT legal counsel, coordinates outside MPT counsel. Ensure that existing safety plans are modified for compatibility with new health and safety directives, policies, and guidelines, including MPT's Public Health Emergency Response and Recovery policy and new directives and recommendations coming from the CDC, OSHA, Tacoma-Pierce County Health Department, and others. Reviews and analyzes proposed local, State and Federal legislation and court decisions applicable to insurance, employee occupational safety, workers' compensation and hazardous materials. Ensures compliance with current local, State and Federal requirements on workers' compensation, and liability; recommends changes as necessary. Develops and directs the administration of a District-wide risk, visitor and occupational safety and emergency preparedness/response training and development program for full-time, part-time and seasonal employees and volunteers. Prepares safety standards, policies, newsletters, web postings, instruction sheets and safety educational materials as needed. Manages, reviews and evaluates worksite Safety Programs; inspects project construction sites and maintenance activities; advises appropriate action required to correct or prevent unsafe working conditions; re-inspects to ensure compliance. Identifies safety hazards and initiates action to prevent or control hazards in all on-going operations. Designs, develops, and administers a safety training and communication program to comply with Occupational Safety and Health Act (OSHA) and Washington Industrial Safety and Health Act (WISHA) including, but not limited to, COVID-19 safety and health program and other communicable diseases, hazardous material handling, first aid, cardiopulmonary resuscitation (CPR), asbestos identification and handling, chemical monitoring, bloodborne pathogens, equipment training, protective gear and clothing, lockout/tagout, confined space entry, "Right to Know" laws, and other new regulations as they become effective. Prepares annual reports of all employee accidents or work-related illnesses and visitor incidents. Analyzes, interprets, evaluates risk and accident/incident data as necessary and recommends appropriate countermeasures. Develops and coordinates development of District-wide and facility specific emergency management plans for various MPT locations and assures alignment with the District's Continuity of Operations Plan. Oversees the District's Continuity of Operations Plan and Comprehensive Emergency Management Plan, including coordination of training exercises and table-top drills, annual updates to the planning documents and manages the readiness of the District's Emergency Coordination Center. Represents the District on regional, state, and federal planning and response activities Coordinate emergency preparedness and response with state, county and city Emergency Management Services. Prepares and/or directs the preparation of board summaries, monthly reports, and periodic and special reports as it relates to Risk Management, Safety and Emergency Preparedness Conduct audits/surveys of workplace premises; records any COVID-19 related health or other hazards noticed and recommends strategies to mitigate/eliminate; observes normal work routine and activity to detect any hazards in their performance. Provide and/or facilitate necessary training when needed. Coordinate with outside agencies, Washington State Department of Health, Tacoma-Pierce County Health Department, Washington State Labor and Industries Division of Occupational Safety and Health (DOSH), community members, and contractors regarding public or employee work exposures and safety and emergency incidents. Performs other duties as assigned. Minimum Qualifications Licensing, Certifications And Other Requirements:
Valid Washington State driver's license. Obtain a valid First Aid/CPR/AED-BL Card within the probationary period. Obtain Certified Risk Management Professional (CRMP) certification within two (2) years of hire. Must be willing and able to work a flexible schedule to include evenings, holidays and/or weekends as needed.
Preferred Certifications: Emergency Management certification, through FEMA Emergency Management Institute or International Association of Emergency Managers.
Associate Risk Management Professional (ARMP) Certification or Certified Risk Management Professional (CRMP) certification.
Required Education and Experience Possess a Bachelor's Degree in industrial safety, risk management/loss control, occupational safety and health, safety management, emergency management/planning, or a closely related field (Master's degree highly desired); AND Five (5) or more years of progressively responsible experience in risk management, business insurance, occupational health and safety, loss control and/or emergency management and preparedness, including two (2) years of supervisory experience. Public sector experience preferred. OR An equivalent combination of education, training and experience. Additional Information When Metro Parks Tacoma responds to an emergency you may be assigned duties that are outside your regular job description. This may involve responding at any time, including nights and weekends, with possible deployment to locations other than the department.
