Description

JOB SUMMARY:
Performs a variety of complex professional and administrative duties. Responsible for developing, implementing, monitoring, evaluating, and supervising the operations, staff, and activities of park maintenance to maximize service delivery. This includes planning, organizing, and coordinating the maintenance of City parks, athletic fields, park buildings, trails, urban forestry, and undeveloped landscaped and open spaces.

May serve as Acting Department Director in his/her absence. May also assist in planning, coordinating, and directing activities related to park capital improvement projects, grant activities, and long and short-range comprehensive planning.

EXAMPLES OF WORK PERFORMED: This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and duties performed by incumbents of this class. Essential duties and responsibilities may include, but are not limited to, the following:

1.   Supervises and evaluates the performance of the park maintenance staff; (full time, part-time and seasonal) interviews and recommends employees for hire, may recommend transfers, reassignment, termination and disciplinary actions; plan, coordinate and arrange for appropriate training of staff.

2.   Plans and monitors a comprehensive multi-year maintenance management program including a preventative maintenance schedule.

3.   Use a personal computer for functions such as email, internet, research, develop spreadsheets and report writing.

4.   Coordinates with Foremen to assure worksite safety of crew and plan and coordinate park maintenance day-to-day operations and projects.

5.   Operates and maintains a maintenance work order system to include preparing, maintaining, and coordinating accurate maintenance, inspection and service schedules for all parks, facilities, and equipment.

6.   Prepares, administers, and monitors the park/facility budget, including submitting budget recommendations, and anticipating future budget needs.

7.   Assists in formulating and administering department policies; supervises the enforcement of park rules, regulations, and policies.

8.   Responsible for training and enforcing safety procedures and regulations.

9.   Responds to inquiries and complaints from officials and the public; assess extent of problem or need and responds accordingly.

10.   Has general knowledge and ability to operate all equipment for the general maintenance of park facilities. Trains or can provide training for staff on all equipment used in daily operations.

11.   Applies a variety of pesticides, herbicides, and treatments to control and eliminate the spread of weeds; assures correct and safe application of all products.

12.   Conducts meetings and training sessions with parks crew.

13.   Acts as agency liaison to other organizations, boards, and commissions as needed.

14.   Prepares and present reports and recommendations to City Council, various commissions, committees, community groups and private organizations.

15.   Assists the Recreation Division in the planning and support of recreation programs and events.

16.   Purchases supplies, services, and equipment following purchasing guidelines and properly bids out projects, work orders, and purchases.

17.   Oversees the City’s Urban Forestry program to include Right-of-ways, downtown street trees and park properties.

18.   Other duties as assigned.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
• Methods, materials, and equipment used in the maintenance, repair, and construction of parks, grounds, facilities and landscaped and open space areas.
• Principles and practices of effective supervision principles including selection, training, work evaluation, and discipline.
• Principles and practices of equipment and supplies used to perform minor repairs and various semi-skilled tasks.
• Insect and disease control methods and turf, tree/shrub, and athletic fields care and practices.
• Playground equipment installation, repairs, and knowledge of CPSC Guidelines and ASTM Standards for playgrounds.
• Safety hazards and applicable safety precautions.
• Construction planning, development review and various permitting processes that may be required during a project.
• The operation of simple and complex equipment used by the Parks Maintenance Team.
• Pertinent policies, procedures, rules and regulations and other standards related to the work.

Skills in:
• Excellent verbal and written communication skills.
• Effective interpersonal and customer relation skills.
• Computerized maintenance management system.
• Proficient computer skills using Microsoft Office Products and office communications systems (e-mail, voicemail.)

Ability to:
• Show success in the following areas: staff supervision; analytical thinking; team development and problem solving; budget development and management; contract management; community relations; and leadership skills.
• Analyze problems and identify solutions.
• Develop and conduct effective training and safety programs.
• Operate parks maintenance equipment, common power tools, and hand tools.
• Maintain accurate records and prepare reports.
• Read, understand, interpret, and apply relevant manuals, blueprints, laws, codes, and regulations.
• Make clear and effective presentations to City Council, other agencies, and the public.
• Arrange schedule to accommodate evening and weekend work.
• Use computer equipment and software and radio communications equipment.


QUALIFICATIONS:
• Bachelor’s degree or any equivalent combination of education and experience in Parks/Recreation Administration, Forestry, Park Planning, Landscape Architecture, Public Administration, or related field; plus,
• Three years supervisory experience in park planning or park maintenance and operations.
• Experience in a union environment, preferred.
• Must pass background and drivers abstract check.

 

LICENSES AND CERTIFICATIONS
• Certified Playground Safety Inspector (CPSI) Certification or ability to obtain one within 1-year of hire
• Possess a CDL A or ability to obtain one within 1-year of hire.
• Possess a valid Washington State Traffic Control Flagger Card or obtain within 1-year of hire.
• Possess and maintain a valid Washington State Pesticide License (Public Operator/Ornamental Weed) or ability to obtain within 1 year of hire.
• Valid Washington State Driver’s License and evidence of a good driving record.
• Certification in First Aid/CPR required within the first year of employment
